Description
The Bureau of Alcohol, Tobacco and Firearms (ATF) has a requirement for Hotel Sleeping Rooms/Suites in the Fredericksburg, Virginia area. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation document and all incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-24. The following services are to be procured on a firm fixed price contract. This requirement is for Hotel Sleeping Rooms/Suites in the Fredericksburg, Virginia area, and has two (2) separate accommodations dates. Rooms/Suites, are not to exceed the Government Rate, (TAX EXEMPT) with Check-In (First Class Accommodation) on Sept. 16, 2002, for a maximum of 35 students/instructors until Check-Out on Sept. 27, 2002. Required at a minimum for the AEDT course are to provide lodging at a rate no higher than allowed by the Federal travel regulations, separate room for each attendee which should include basic amenities such as coffee maker, ironing board, iron, clock radio and internet access, daily cleaning services to each student?s room, be located within 25 miles of Ft. AP Hill, Bowling Green, Virginia, have breakfast services available on site; must be located within walking distance of a variety of restaurants, must provide complimentary coffee during class, must provide free use of copy machine services, must have a conference facility available on site for evening instructor meetings. Check In (SECOND Class Accommodations) are to provide lodging for a maximum of 24 students/instructors for 4 nights during Sept. 23-27, 2002, with the same room requirements as stated above. There are no conference rooms required for the SLPBIT class. Must meet all Fredericksburg safety codes; vendor must be registered with Central Contractor Register for electronic payment by the end of closing date for this solicitation. The following provisions are applicable to this acquisition: (a) FAR 52.212-1, Instructions to Offerors-Commercial, (b) FAR 52.212-4, Contract Terms and Conditions-Commercial Items, (c) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items. The provision at FAR 51.212-2 Evaluation-Commercial Items applies to this acquisition. Evaluation factors in declining order are as follows; Quality and Price. Quality is more important than price. Quotes must include product literature. Award will be based on meeting the technical specifications listed above, on an ALL OR NONE basis and the BEST VALUE to the government. The Government may elect to pay a cost premium to select an offeror whose ratings on non- cost evaluation factors are superior. A premium is defined as the cost difference between the lowest evaluated price of a technically acceptable offer and a higher priced offer deemed to be superior from a Quality standpoint. Quotes must include delivered price. Award will be based on technical specifications listed above, on an ALL OR NONE purchase. Quotes will be acceptable by mail or by facsimile at 202/927-8688.
