- REQUEST FOR INFORMATION (RFI) (NOT A REQUEST FOR PROPOSAL) FOR COMMERCIAL SUPPORT SERVICES (CSS) FOR AH-1/UH-1 HELICOPTER, T53 TURBINE ENG, AND RELATED AVIONICS IN SUPPORT OF FOREIGN MILITARY SALES (FMS) CASES. THIS RFI IS THE FOLLOW-ON TO THE SOURCES SOUGHT SYNOPSES (SSS) # DAAH23-02-R-0266, 0267, 0269, AND 0270 PUBLISHED IN JAN 2002. SECTION I. DISCLAIMER: RFI IS FOR PLANNING ONLY, AND SHALL NOT BE CONSTRUED AS A REQUEST FOR PROPOSAL (RFP); AN OBLIGATION ON THE PART OF THE GOVERNMENT TO ACQUIRE ANY PRODUCTS OR SERVICES; OR AN AUTHORIZATION TO INCUR ANY COST IN ANTICIPATION OF SUCH A REQUIREMENT. SECTION II. BACKGROUND: AMCOM SECURITY ASSISTANCE MANAGEMENT DIRECTORATE (SAMD) HAS IDENTIFIED A NEED FOR A COMMERCIAL PROGRAM TO PROVIDE AH-1/UH-1 REFURBISHED AIRCRAFT AND SUSTAINMENT SUPPORT TO FMS CUSTOMERS AFTER THE AIRCRAFT SYSTEMS PHASE OUT OF USA INVENTORIES, AH-1 IN SEP 2003 AND UH-1 IN SEP 2004. SECTION III. PURPOSE: RFI IS TO SOLICIT TECHNICAL AND BUSINESS INFORMATION FROM INDUSTRY TO AID IN THE FORMULATION OF A COMPETITIVE BEST VALUE CONTRACT FOR AH-1/UH-1 CSS FMS, AS BELOW. THE AGGREGATE OF THE INFORMATION RECEIVED IS INTENDED FOR USE IN THE DEVELOPMENT OF THE GOVERNMENT STRATEGY, PERFORMANCE WOR! K STATEMENT (PWS), AND SOLICITATION. RFI IS TO PROVIDE INDUSTRY THE OPPORTUNITY TO PARTICIPATE IN DETERMINING THE INITIATIVES THAT WILL OPTIMIZE THE WHOLESALE LOGISTICAL SUPPORT OF THIS PROGRAM; ENCOURAGE EXCHANGE OF INFORMATION ON THE TECHNICAL ASPECTS OF THE PROGRAM AND LIKELY COSTS; AND DETERMINE THE VIABILITY OF INDUSTRY TO PROVIDE THE SERVICES IN THE MANNER ENVISIONED. INDUSTRY IS WELCOME TO ATTEND THE CONFERENCE AND IS ENCOURAGED TO SET UP DISPLAYS FOR A NOMINAL FEE OUTSIDE OF THE MEETING ROOM. SECTION IV. DESCRIPTION: THIS RFI DESCRIPTION MANIFESTS THE USG REQUIREMENT FOR A SINGLE POINT MANAGEMENT FOR THE AH-1/UH-1 HELICOPTER CSS PROGRAM FOR FMS CUSTOMERS. SAMD IS FORMULATING REQUIREMENTS FOR A PWS TO ACQUIRE A FULL RANGE OF AVIATION-RELATED SUPPORT SERVICES, AS FOLLOWS: TOTAL PROGRAM MANAGEMENT SUPPORT; SUSTAINMENT ENGIN! EERING; MATERIEL MANAGEMENT; SPARE PARTS (STOCK, STORE, AND ISSUE); COMPONENT REPAIR AND RETURN; ACQUISITION AND REPAIR OF NON-STANDARD PARTS; MAINTENANCE; OVERHAUL; AIRFRAME AND COMPONENT MODIFICATION, CONVERSION AND UPGRADE; PECULIAR TMDE AND PECULIAR GROUND SUPPORT EQUIPMENT (PGSE); TECHNICAL ASSISTANCE; ON-SITE FIELD TEAMS; TRAINING (OPERATIONAL AND MAINTENANCE); AND CONFIGURATION MANAGEMENT FOR THE FOLLOWING AIRCRAFT AND TURBINE ENGINES, TO INCLUDE RELATED COMPONENTS, AVIONICS, AND ARMAMENTS: UH-1H UTILITY HELICOPTERS,; AH-1E, AH-1F, AH-1P, AND AH-1S ATTACK HELICOPTERS; AND COMMERCIAL VARIANTS OF BOTH, AND T53-L-13B AND T53-L-703 TURBINE ENGINES. CONCEPTUALLY, THE REQUIREMENT HAS THREE GOALS: (1) A "TURN-KEY" ENGINEERING SUPPORT SERVICES PROGRAM THAT EMBODIES A BASIC COMMERCIAL INFRASTRUCTURE AND EMPLOYS PROGRAM MANAGEMENT PRINCIPLES NECESSARY TO EXTEND THE LOGISTICS LIFE CYCLE AND SUSTAINMENT OF THESE SYSTEMS WELL INTO THE FUTURE, (2) OBTAIN COMPETITIVELY PRICED PARTS! , EQUIPMENT, AND SERVICES BY LEVERAGING A BALANCE OF BOTH LARGE AND SMALL INDUSTRY PARTNERS, AND (3) ESTABLISH A COST-EFFECTIVE, EFFICIENT, TIME RESPONSIVE METHOD OF PROVIDING SUPPLY SUPPORT FOR MANAGING, CATALOGING, DETERMINING REQUIREMENTS, PROCURING, DISTRIBUTING, ENGINEERING, MODIFYING, REPAIRS, OVERHAULING, AND MATERIEL DISPOSAL. FACILITIES MAY BE THE COMPANY'S OWN OR US GOVERNMENT OWNED/LEASED, AS DETERMINED. THE USG WILL PERFORM AS AN INTERMEDIARY AND PROVIDE OVERSIGHT FOR THE FMS CUSTOMERS ON THE FOLLOWING FUNCTIONS: SYSTEM SAFETY (SOF, SB, AWR, QDR, AND SDR); QUALITY ASSURANCE (SOURCE APPROVAL, OBSOLESCENCE, SUBSTITUTION, CONFIGURATION MANAGEMENT); AND TECHNICAL DATA (INCLUDING PUBLICATIONS) THROUGH PRODUCT VERIFICATION AUDITS (PVAS), IN-PROCESS REVIEWS (IPRS), SITE VISITS, AND OTHER YET TO BE DETERMINED METHODS. THE CONTEMPLATED CONTRACT IS A COMPETITIVE BEST VALUE SINGLE AWARD INDEFINITE DELIVERY INDEFINITE QUANTITY (ID/IQ) FFP/FPI/T&M/CR, & O&A FOR AN ANTICIPAT! ED PERIOD OF 5 YEARS. THE ANTICIPATED AWARD DATE WILL BE ABOUT OCTOBER 2003 AND CONTINUE FOR THREE YEARS WITH BASIC EFFORT CONSISTING OF COMMON FMS REQUIRED SYSTEM WIDE ENGINEERING WORK AND COMMERCIAL SUPPORT SERVICES AS REQUIRED BY FMS AGREEMENTS IN THE FAIR SHARE SUSTAINMENT PROGRAM (FSSP) AND COUNTRY SPECIFIC WORK AS DESCRIBED ABOVE TO BE IDENTIFIED ON A CASE-BY-CASE BASIS IN FUTURE FUNDED FMS CASES. SOLICITATION CONCERNS: PROVIDE RECOMMENDATIONS BASED ON INDUSTRY/AVIATION EXPERIENCE AND BEST COMMERCIAL PRACTICES FOR THE FOLLOWING: (1) SUGGESTED TYPE(S) OF CONTRACT; (2) SUGGESTED CLIN/PRICING STRUCTURES; (3) CONTRACT INCENTIVES AND TERMS THAT MAY BE OFFERED TO TARGET HIGH PERFORMANCE, LOWER COSTS, AND IMPROVE RELIABILITY; (4) IDENTIFY AND DISCUSS MOST EFFECTIVE BEST VALUE EVALUATION DISCRIMINATORS (TECHNICAL, PERFORMANCE, MANAGEMENT, ETC.); (5) IDENTIFY AND QUANTIFY TECHNICAL, SCHEDULE, COST RISKS; (6) IDENTIFY METHODS TO PROMOTE COMPETITION, INCREASE SB PARTICIPATION AND IDENTIFY POTENTIAL SUBCONTRACTING GOALS RELATIVE TO THE INDIVIDUAL PWS MAJOR HEADINGS; (7) DISCUSS OTHER BUSINESS AND FINANCIAL ISSUES NOT IDENTIFIED. E., "CONCEPT OF OPERATIONS," ALONG WITH A BRIEF DESCRIPTION OF FIRM'S HISTORY, CAPABILITY WITH DATA TO SUBSTANTIATE QUALIFICATIONS TO PERFORM THIS MULTIFACETED EFFORT, EXAMPLES DEMONSTRATING MARKET COMPETENCE, ROUGH ORDER MAGNITUDE (ROM) COST AND AVAILABILITY DATA, AND MANUFACTURING, DOMESTIC AND FOREIGN DELIVERY EXPERIENCE/CAPABILITIES. DATA SHOULD INCLUDE INFORMATION ON PAST OR CURRENT PRODUCTS MEETING THE REQUIREMENTS AND DESCRIPTION OF CURRENT FACILITY CAPACITY (OR ABILITY TO OBTAIN ADEQUATE FACILITIES). THE GOVERNMENT IS NOT SEEKING SUBMISSIONS OF ADVERTISING OR MARKETING DATA; THEREFORE, DO NOT PROVIDE INFORMATION OF THIS NATURE. THE GOVERNMENT PREFERS THAT NO PROPRIETARY DATA BE SUBMITTED, HOWEVER, IF MARKED APPROPRIATELY, DATA WILL BE PROTECTED ACCORDINGLY, BUT MAY NOT BE USEFUL FOR OUR PURPOSES.
