- The Health Resources and Service Administration (HRSA) intends to negotiate under FAR Part 13 - SIMPLIFIED ACQUISITIONS PROCEDURES on sole source the Foundation for Accountability (FACCT), 520 SW Sixth Avenue, Suite 700, Portland, OR 97204. This a small business set aside. The contractor shall design a National Data Resource Center on Children with Special Health Needs. Millions of Dollars have been invested by HRSA's Maternal and Child Health Bureau (MCHB) in the first National Survey of Children with Special Health Care Needs. HRSA proposes to design a data resource center to translate data from the National Survey of Children with Special Health Care Needs into information that will support state agencies and empower families in their efforts to meet the Health People 2010 objectives for children with special health care needs. FAACT has developed and maintains the copyright to the Children with Special Health Care Needs (CSHCN) Screener. This five question-screening tool was used to identify the sample of children health care needs for the National Survey of Children with Special Health Care Needs. Prior to the development of this tool, a survey such as the National Survey of CSHCN would have not been possible as a standardized survey-based method for identifying CSHCN. FACCT is the sole owner of the database for the Children with Special Health Care Needs Screener and is the only contractor that has the expertise with survey-based methods for identifying and interviewing families with CSHCN, which was gained in FACCT work developing the screener. Any other organization that attempts to develop this type of database would have to replicate their previous accomplishments. This replication would be a substantial duplication of cost that would not be recovered through competition. Therefore, the FACCT is a responsible source without substantial duplication of cost to the Government under authority 41 U.S.C. 253 (c)(1) as set forth in FAR 6.302-1(B) (1).
