Description
The Government intends to negotiate, on a sole source basis, a firm-fixed-price (FFP) acquisition with The United Way of America. (UWA). This non-competitive action is being issued by GovWorks under the authority of the Department of the Interior Franchise Fund on the behalf of the Department of Health and Human Services, Administration on Children and Families, Office of Community Services. This action is being processed in accordance with FAR 6.302-1, only one responsible source, and solicited in accordance with FAR 13.5, Test Program for Certain Commercial Items. The Government has a requirement for research and development activities to expand and augment the existing IDA Program by studying and seeking to remedy existing problems with program implementation, and to aid employer involvement in IDAs. The IDA Program was established by the Assets for Independence Act ("AFIA Act"), under Title IV of the Community Opportunities, Accountability, and Training and Educational Services Act of 1998 (Pub. L. 105-285, 42 U.S.C. 604 Note), as amended. The legislation authorizes the United States Department of Health and Human Services ("DHHS") -- through its Administration for Children and Families' ("ACF") Office of Community Services ("OCS") -- to conduct a 5-year, $125 million IDA demonstration to establish 40,000 to 50,000 new IDAs across the country. To date, the demonstration project has failed to meet its potential. It is vital for OCS to employ a contractor that will aid OCS in researching and developing ways to overcome obstacles which are currently holding back the growth and development of this important program. Through this contract, it is the goal of the OCS to help facilitate the growth of its IDA program by: (1) creating a cost-effective technology driven universal infrastructure to run an employer-based/work-based IDA program; and (2) studying, researching and creating an employer-based/work-based IDA Demonstration Program. The importance of enhancing the IDA Program is demonstrated by the strong bi-partisan support it has received by Congress. There is no doubt that since 1998 support for IDAs has strengthened nationally. Specifically, the IDA demonstration program received $10 million appropriations in both fiscal years (FY) 1999 and (FY) 2000. In 1999, $9.4 million was awarded to 40 organizations. In 2000, $4.5 million was awarded to 25 organizations. Congress appropriated $25 million for the IDA demonstration program in its FY 2001 budget resolution. This was the maximum funding level allowed by law. The period of performance for this effort is for 24 months from date of award. Interested parties may identify their interest and capabilities by August 23, 2002. This is NOT a request for competitive proposals. However, all information received will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
