- Description
- The National Institute of Standards & Technology (NIST) plans to issue an order on a sole source basis to John Elengo, Cheshire, CT 06410, under the authority of FAR 13.106-1(b). The purpose and objective of this requirement is to complete a comprehensive comparison of the U.S. legal requirements and test procedures for scales in Sections 1.10 "General Code" and 2.20 "Scales," and the applicable terminology in Appendix D "Definitions" in the upcoming 2003 Edition of NIST Handbook 44 "Specifications, Tolerances, and Other Technical Requirements for Weighing and Measuring Instruments" and NTEP Publication 14 "Weighing Devices" (including any recommendations to the NTEP Board of Directors coming out of the September 2002 meeting of the NTEP Weighing Sector) with those contained in OIML Recommendation 76 "Non-automatic Weighing Instruments (Parts 1 and 2)" and Recommendation 60 "Metrological Regulation for Load Cells." NIST will provide an electronic file containing the 2002 edition NIST Handbook 44 and the 2002 amendments adopted at the NCWM's 87th Annual Meeting (which will comprise the 2003 version of the NIST Handbook 44) on a CD Rom. NIST will also provide Adobe Portable Document Format (PDF) versions of OIML R 60 and R 76 on a CD Rom. Vendor will provide (i.e., at the vendor's own expense) the latest edition of NCWM Publication 14. Mr. Elengo is uniquely qualified because he has worked as an Engineer and Manager from 1959 to 1993 for Revere Corporation of America/Revere Transducers, where he gained experience and was responsible for design, manufacturing and instrument and device application in the field of load cells and scales of all types. He also facilitated transfer of load cell technology to England, Netherlands, China, and India and founded Revere Transducers Europe, a load cell manufacturing company. Since 1993 to present, Mr. Elengo has been a private consultant with clients in Europe, Asia, North America, including NIST and Measurement Canada. He has assisted Canada in the performance evaluation of a test machine for use in evaluating load cells according to the requirements of the International Organization of Legal Metrology (OIML) International Recommendation 60. Mr. Eleango has had extensive experience in participating in national & international standardization activities that includes being a member and chair on the following technical committee: U.S. Scale Manufacturers Association, National Conference on Weights and Measures on "Type Evaluation," and the U.S. National Working Group for OIML TC9 on "load cells." The period of performance will be 60 workings days to complete the work from the date of award. The anticipated award date of the order is on or about 10 days from the date of this notice. This notice of intent is not a request for competitive quotations. Interested persons may identify their intent and capability to respond to the requirement no later than the response date above. A determination by the Government not to compete this proposed contract based upon responses to the notice is solely within the discretion of the Government.
