- Description
- Purpose: The Division Of Commissioned Personnel (DCP), through the Division of Acquisitions Management (DAM), Program Support Center (PSC), plans to award a 2 month sole source award using simplified acquisition to Strategic Partners, Inc., 8201 Bells Mill Road Potomac, MD 20854. The anticipated date of award is August 20, 2002. The Contractor shall be responsible for but not limited to the following tasks: To provide services to DCP in outlining its business process and worklife improvement projects. This includes pre-session activities meeting facilitation and followup support needed for DCP's retreat schedule for September 10 & 11, 2002. Pre-session activities -Follow-up interview with Director and Executive Officer, Division of Commissioned Personnel (DCP, Program Support Center (PSC) to determine success criteria for this effort (i.e., determine specific, measurable outcomes that will provide evidence of progress in the organization; short-term measures, as well as longer-term measures), and individual coaching around their role in supporting it (1 day total) -Interview or survey 20 or more employees/supervisors (2.5 consultant days) -Design of Offsite, possibly to include design committee input (2.5 consultant days) -Assist with communication strategy and other preparatory activity - e.g., written communications, All Hands meetings, supervisor/other employee input & prep for Offsite follow-up (2 consultant days) Meeting Facilitiation -Offsite facilitation (2 consultant days, depending on data and design) Follow-up Support (may need to be extended beyond 9/30/02 into 2003 Fiscal Year) -Implementation support: follow-up to frame and support implementation process, including communication, group mandates/structure, leadership roles, etc. (3 consultant days) -Coaching for DCP Director, Executive Officer, or other key individuals regarding their roles and behaviors in following up to ensure success (1 day) Deliverables: -8 days of pre-retreat consultation, 2 days of facilitation during the retreat, 4 days of consulting following the retreat 4 days of administrative support The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the Government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
