- Description
- NASA/DFRC plans to issue a Request for Proposal (RFP)4-02036 for SILENTRUNNER SOFTWARE LICENSE AND ENGINEERING SUPPORT. NASA/DFRC intends to purchase the items from SilentRunner, Inc. 10700 Parkridge Blvd., Suite 400, Reston, VA 20191-4356. The authority for this justification is USC 2304(a)(1)--Only One Responsible Source. In order to ensure inclusive and comprehensive tracking of internal DFRC network traffic, the required items must meet all of the following requirements: ? Track connection paths throughout the network and identify the users ? Passively collect data real-time ? Reconstruct data at the packet level ? Reconstruct real-time e-mail, http, FTP and TELNET data content sessions ? Identify source/destination of data movement on the transmission paths ? Analyze context to identify usage and movement of intellectual property ? Identify the type of applications and data, along with the content ? Analyze utilization and thresholds to identify areas of potential misuse ? Content/context analysis to identify inappropriate transmission of information ? Dynamic validation of policies and procedures. ? Establish baselines for system assessments and audits. ? Analyze trends over time to detect subtle abnormalities. ? Profile behavioral characteristics to detect changes and misuse. ? Sequence, view and playback events to determine the extent of the security problem under investigation, and assess actual damage ? Output the data in acceptable format for evidentiary exhibit After carefully evaluating several IT Security tools for monitoring network traffic, the SilentRunner tool was the only tool that met all of the requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 16, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. An Ombudsman has been appointed. See NASA Specific Note "B". All qualified responsible sources may submit an offer which shall be considered by the agency.
