Description
The Health Resources and Services Administration (HRSA) intends to negotiate on a SOLE SOURCE basis with Cecil G. Sheps Center for Health Services Research at the University of North Carolina, Chapel Hill, NC 27599. The purpose of this procurement is to identify the possible factors that may explain why certain states are reaching higher levels of performance than other states in implementing their Title V Maternal and Child Health Block programs. Cecil G. Sheps Center for Health Services Research which is well known for its extensive experience in research, consultation, technical assistance on issues involving the health of mothers, infants and children has established best practice models that determine efficiency and effectiveness. The ultimate objective of this requirement would be to identify potential ?best practice? models. Therefore, Cecil G. Sheps Center for Health Services Research is the only responsible source without substantial duplication of cost to the Government under authority 41 U.S.C. 253(1), as set forth in FAR 6.302-1(b)(1). This requirement will be awarded under FAR Part 13 - Simplified Acquisition Procedures. The anticipated period of performance is for a nine (9) month period. The NAICS code for this procurement is 541611. A Justification for Other than Full and Open Competition is on file. Fifteen (15) days from the date of the issuance of this notice, the Contracting Officer will proceed in accordance with FAR regulations to award a purchase order to Cecil G. Sheps Center for Health Services Research. This announcement is for information only. No solicitation is available.
