Description
NA On or about 12 August 2002, this office will issue Invitation for Bids for the INTAKE FEEDER CABLE INSTALLATION, OAHE DAM, PIERRE, SOUTH DAKOTA. Bids will be opened on or about 12 September 2002. This solicitation is unrestricted and open to both large an d small business participation. Contractors interested in inspecting sites of the proposed work should contact Eric Stasch at 605-224-5862, ext. 3001, or Kris Cleveland ext. 3207, US Army Corps of Engineers, Oahe Project Office, 28563 Powerhouse Road, Pie rre, SD 57501. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See Ordering below. The work will include the following: The contractor is to provide all labor, equipment and materials necessary to remove existing conductors and install new Government-furnished conductors in the concrete duct bank between the powerhouse and the intake st ructure. The feeders consist of one 3-phase, 13,800-Volt system and two 3-phase, 4,160-Volt systems. Each feeder has three single-phase conductors. The supplied conductors are #1-15 KV cable for the 13.8 KV line and #6-5kv/8kv cable for the 4160 V lines . The conductors will be extended and terminated at the equipment in the switchyard, tailrace deck, and intake structure. The 4160-V feeders go to the tailrace deck from the duct bank via a cable tray that is about 16 feet above the floor. The contracto r shall install a Government-furnished fiber-optic conductor in the duct bank. The estimated construction cost of this project is between $100,000 and $250,000. Large business concerns submitting bids for services exceeding $500,000 or for construction ex ceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Engineers considers the following goals reasonable and achievable for fiscal year 2002: (a) Small Bus iness: 61.4% of planned subcontracting dollars; (b) Small Disadvantaged Business: 9.1% of planned subcontracting dollars; (c) Women Owned Small Business: 5.0% of planned subcontracting dollars; (d) Historical Black Colleges and Universities (HBCU) and Mino rity Institutions (MI): 10% of planned subcontracting dollars; (e) HUBZone Small Business (HUBZone): 3% of planned subcontracting dollars; (f) Veteran-Owned Small Business: 3% of planned subcontracting dollars. Contractor's Quality Control will be a requi rement in this contract. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work within 90 calendar days after receipt of Notice to Proceed. Performance and payment bonds will be required. The plans and specifications will be provided on printed hard copy format and will be provided free of charge. It has been determined that the number of Copies be limited to one (1) per firm.
