- NA The US Army Communications-Electronics Command (CECOM) Acquisition Center-Washington, on behalf of the CECOM Night Vision and Electronic Sensors Directorate (NVESD), Countermine Division, Humanitarian Demining Team, plans to negotiate a sole source contrac t to Arc Second, Inc. for two (2) commercially available, ruggedized VULCAN systems. Each system will include 2 transmitters and 1 integrated pole receiver with ruggedized PocketPC. Two additional integrated pole receivers with ruggedized PocketPCs will be purchased to include two days of installation and training for Humanitarian Demining personnel. In addition, Arc Second, Inc. will design custom scoring software using PocketCAD mapping software on the VULCAN system. The software will overlay measured positions onto a base map of mine locations. The software will allow for the following: a selectable database of mines with their corresponding information; an adjustable halo radius of detection around the mines; the number of targets detected, undetect ed, multiple detections, and probability of detection; alarms; false alarms; mean distance; mean distance of detected only; standard deviation; standard deviation of detected only; and false alarm density. The overall purpose of this project is to obtain a fast and simplified means of achieving highly accurate, 3-D measurements with mapping and data processing in support of Humanitarian Demining testing. The duration of this effort is 2 months. The statutory authority for other than full and open competit ion is 10 USC 2304 (c)(1), Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. However, all responsible sources that can provide supporting data to demonstrate they can successfully provide the above ruggedized laser 3-D Measurement device with mapping and data processing software may submit a quote that shall be considered by the agency. Offerors must possess technical expertise and experience building ruggedized 3-D laser measurement systems and writing softwar e for PocketPC. Responses should be no longer than five (5) pages. Responses are to be received via email within 30 calendar days of the date of this notice. All requests for further information must be in writing or via email, telephone requests for ad ditional information will not be honored.
