- NAICS Code: 334516 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is RFQ-RT-02-00389 and the solicitation is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-07. The associated North American Industry Classification System (NAICS) code is 334516 which has a size standard of 500 employees to qualify as a small business. It is anticipated that the contract will be awarded as a result of a small business set-aside. The Environmental Protection Agency (EPA) anticipates that the contract will be awarded as a Firm-fixed price contract. Award will be made using Simplified Acquisition Procedures. The desired delivery date is no later than 90 days after award of purchase order. The contractor shall provide an "Automated Chemistry Analyzer with Nitrate Reduction Module." Specifications for the Chemistry Analyzer: 1) The unit shall be capable of analyzing water samples using discrete (individual) analysis of batches of samples by colorimetric chemistry with the option for use of ion specific electrode (ise) if required; 2) The unit shall be capable of analyzing ammonia, nitrite, nitrate (by cd reduction), orthophosphate, total phosphate and total nitrogen with the quality control and methods or equivalents listed on the attached table of specification of individual analyses; 3) The unit shall employ a dual beam digital detector with a range of 0.0001 to 2,5000 AUFS and a resolution of 0.0001 AFUS; 4) The unit shall provide a series of optical filters ranging from 460 to 880 nm as required by individual methods; 5) The system software shall provide automated method changeover from one analyte to the next. It shall perform automatic standard preparation, sample dilution, sample spikes and unattended operation and shutdown; 6) The unit shall provide capacity for 16 different reagents and a sample capacity of up to 126 cups with continuous reloading if required; 7) The unit shall be able to perform up to 180 tests per hour with sample and or reagent consumption of < 0.3 ml per test using a micropipettor system; and 8) The unit shall use semi-disposable 1 cm path-length cuvettes that are automatically cleaned after each analyte batch to allow continuous multi-analyte analysis of each sample as required. Equipment will be shipped FOB Destination and installed at the U.S. Environmental Protection Agency, 1 Sabine Island Drive, Gulf Breeze, Florida 32561. Proposal Instructions and Evaluation Criteria: The Government intends to award a single contract to the responsible offeror whose proposal is the lowest price technically acceptable. Include a published price list along with the specifications of items quoted with proposal. Any specific variances from the required specifications shall be addressed by the offeror with respect to how the offeror's proposal provides alternative equivalence. Failure of an offeror to demonstrate that the proposed upgrades will meet the specifications shall render the offeror ineligible for further consideration for award. The Government reserves the right to require additional pricing information if necessary to determine that the proposed price is reasonable. All offerors are to include with their offers a completed copy of provision 52.212-3, Offeror Representations and Certifications--Commercial Items. The following FAR referenced clauses apply to this solicitation: 52.212-1, Evaluation-Instructions to Offerors Commercial. The following FAR clause applies to this acquisition: 52.212-4, Contract Terms and Conditions-Commercial Items.
