Description
JOINT SERVICE MASK LEAKAGE TESTER (JSMLT). The following Sources Sought is issued for purposes of updating market research and encouraging commercial companies to provide information on protective mask leakage testers. The Marine Corps Systems Command (MARCORSYSCOM) is seeking information and updating market research for procurement of a mask leakage tester. The JSMLT will be a one-man transportable unit or system capable of determining serviceability, proper fit, and identification of defective or unserviceable components of current and future Nuclear, Biological and Chemical (NBC) protective masks. The tester must provide audio/visual indication that the mask is serviceable and have a separate variable audible/visual indication identifying which component(s) of the NBC protective mask is/are defective. It must provide a variable audible/visual quantitative indication of fit of the NBC protective mask to an individual while the mask is being worn. The JSMLT should include a high impact carrying case that will facilitate safe transport and be capable of withstanding the effects of NBC decontamination. The tester should be no larger than 61 cm by 46 cm, by 122 cm, including carrying case. It should weigh no more than 27 kg and be transportable by the single operator up to 10 meters without assistance. It should be capable of being set up and operated in less than 20 minutes and once setup, the system should determine the serviceability of 12 NBC protective masks per hour, or determine the fit testing of four individuals per hour not including re-test. The tester should be capable of electronically logging and storing all test results for 1000 NBC protective masks. It should be capable of downloading the stored data via standard data ports to electronic data processing equipment. It should operate using standard internal or external vehicle power or ground power systems (e.g. 12 to 28 VDC and 115 to 220 VAC, 50 or 60 Hz) and stored data should not be lost as a result of power loss or interruption. These testers will be operational and maintainable in all types of climates and terrain where NBC agents can be potentially found,. Operating temperature ranges are from ?32OC to 49OC, storage temperatures from ?39O to 52OC, and relative humidity from 5 to 100 percent. It should be operational after being exposed to normal and field exercise conditions and hazards including shock, corrosion, vibration, electromagnetic interference (EMI), dust, smoke, fungus, petroleum, oil, and lubricants (POLs), salt fog, and lightning environment. Background information: The Marine Corps is the lead service for acquisition of the JSMLT and is seeking available Commercial Off The Shelf (COTS) systems requiring no modification to fulfill these requirements. Firms capable of providing these testers are invited to submit responses to this notice. Firms should identify/submit a copy of their GSA schedule, if applicable. Firms should also include product literature, brochures, price lists, production capabilities, as well as any factory training offered. Three units will be required immediately for testing and evaluation.
