Description
The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Southeast Region, Protected Resources Division, St. Petersburg, FL intends to procure field surveys to determine the relative abundance of smalltooth sawfish in southern Florida. These surveys will use standardized fishing gear (longlines) and locations. The four sites where the surveys are to occur are: 1) the outer banks of Florida Bay; 2) northeast Florida Bay; 3) Highland Beach, and 4) Long Key. Surveys are to include seven days of setting an average of four longlines per day. The contractor will use the catch rate data to generate an index of relative abundance. The contractor will describe the distribution and abundance of smalltooth sawfish in Southwest Florida. The contractor will utilize a variety of tagging methodologies to provide the following information: 1) long-term identification of individual smalltooth sawfish; 2) movements and estimates of fishing pressure on smalltooth sawfish; 3) detailed long-term movement patterns, habitat use, and migration patterns of adults and juveniles; 4) short-term movement patterns, habitat use and residency patterns; and 5) population modeling to determine changes in population over time and predict recovery rate. All position data are required to be entered into a format compatible with the existing Mote Marine Laboratory (MML) in Sarasota, FL, data base for smalltooth sawfish. The contractor is responsible for collecting and formatting the data based on MML requirements. Data analysis and quarterly reports are required. Reports must be submitted as hard copy and in an editable, electronic format. The final report must be submitted by November 1, 2003. Request for Quotation (RFQ) No. WC133F-02-RQ-0143SKC will be available on or around August 8, 2002. This is a Small Business Set-aside. The small business size standard is 500 employees. The NAICS code is 541710. The study on the abundance, movement and habitat of the smalltooth sawfish will be purchased under the guidelines of FAR, Part 13, Simplified Acquisition Procedures.
