- NAICS Code: 541512 US Environmental Protection Agency, Region III has a requirement for an Environmental Data Management System which includes the installation disks, documentation, training, upgrades and maintenance/technical support for one year. At a minimum the Data Management System Software shall allow for the rapid analysis and interpretation of the data, and maintain the quality of the data as well. Such analysis and interpretation shall include graphs (such as those created by spreadsheets, i.e., Microsoft "Excel" or Lotus 123") and maps (such as those created by geographic information systems?"GIS"?such as ESRI's "ArcView"). Additionally, the system shall manage data from multiple environmental media; handle a variety of kinds of data including chemical; be "open-source" so that EPA Region III may take any modifications to the system that are deemed necessary or desirable; be "non-proprietary" so that the data may be accessed with or without the system's software, using widely available software and tools, and so that new interfaces to the data may be created without the need for additional licensing; reside on EPA Region III computer systems; allow for the easy or transparent exchange of data with EPA Region III member states, as well as with other agencies as EPA Region III deems appropriate, necessary, or otherwise desirable; specifically, the system must allow for easy exchange of data with those member states that are using the "EQuiS" system manufactured EarthSoft, Inc.; and shall have the ability to place data (such as a queried subset) into and tightly integrate with other software without the user having to manually export, and then import it (for example, into "Microsoft Excel" for graphing, "GMS" for ground water modeling, "ArcView 3.2" or "ArcGIS" for mapping, etc.) This procurement is being conducted under the Simplified Acquisition Procedures (SAP) FAR 13.This acquisition is a 100% set-aside for small businesses (SIC 8299 - N.E.C. $5.0) Firm Fixed-Price Purchase Order with anticipated award date on or about Monday, August 19, 2002. BASIS OF AWARD WILL BE ON LOWEST PRICE TECHNICALLY ACCEPTABLE.
