- NAICS Code: 541710 The U.S. EPA, National Risk Management Research Laboratory (NRMRL) intends to negotiate on a sole source basis with the University of Cincinnati Chemical Engineering Department under the authority of FAR Part 6.302-1 to research the development of chemical catalysts based on the rapid evolution of the surface science of catalysts. The project focuses on multi-technique strategies for studying catalytic reactions and catalytic materials that will be used for various applications and reaction conditions. New catalysts and catalytic system will be characterized using electron microscopy, x-ray diffraction, laser-induced desorption, magnetic methods, surface and pore volume, and new vibrational characterization techniques. This notice is not a request for quotations. EPA source research indicates the University of Cincinnati is uniquely qualified to meet this requirement based on the fact that it has developed unique methods for synthesis, support to surfaces and characteristics of catalysts. The University of Cincinnati researchers have developed technology to deposit controlled film coating of metallic, and semi conductor catalysts to produce engineered photocatalyst reactors. These coated catalyst surfaces will be used as photocatalyst, thermal catalyst for oxidation, epoxidation, hydrogenation of organic chemicals. The University of Cincinnati is the only known contractor with the appropriate level of technical knowledge necessary to complete this project. However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of complying with the statement of work. Such documentation must be submitted within 15 days of electronic posting of this notice. A determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The applicable NAICS code is 541710. The anticipated award date is 8/8/02.
