Description
Pending final approval, the Bureau of the Public Debt intends to negotiate a sole-source procurement for the acquisition of WholeView? Research, an on-line market research and analysis subscription and strategic services from Forrester Research, Inc., 400 Technology Square, Cambridge, MA 02139. These services will be required for a base year with four one-year option periods. The Marketing Office will use the WholeView? subscription and strategic services to help it conduct more effective and efficient marketing efforts for Treasury securities. The Marketing Office requires a data source that allows it to acquire information on a wide range of potential on-line customers of Treasury securities, from moderate-income families to high-income individuals and investors. The Government intends to purchase the following: 1) 2-user license for WholeView?, a combination of data and analysis which provides guidance on consumers, business strategies, and technology investments and strategic services includes. The license includes unlimited research and analyst access, including proprietary research reports and databases that analyze the impact of the Internet on how retail and institutional financial services are manufactured, sold, bought, and serviced. The unlimited analyst access includes customer-scheduled phone calls for one-on-one consultations with analysts. The consultations include, but are not limited to applying research to specific situations, providing feedback on projects, and answering questions regarding industry events. The unlimited research access includes but is not limited to on-demand assistance to answer questions, sort through technology issues, find data and forecasts, and collect analysis from a variety of reports. 2) Level III Partners Program is a strategic service including advisory programs to provide the Marketing Office customized guidance on market-entry strategy for new products, selecting technology products, improving customer relations, and discussing business issues in relevant specialties as well as admission to Forrester forums. Forrester's Financial Services products consist of a series of copyrighted strategy research reports (?Strategy Research?) and proprietary databases (?Technographics?) that analyze the impact of the Internet on how retail and institutional financial services are manufactured, sold, bought and serviced. These tools are used to analyze data obtained from more than 6,500 interviews with executives from Global 3,500 companies and their partners and suppliers, in-depth interviewing with technology vendors and suppliers of related services, and approximately 400,000 custom surveys completed annually by North American and European consumers about their on-line behaviors, attitudes toward technology, life experiences, demographics, etc. The North American Industry Classification System (NAICS) code for this acquisition is 511210 (Software Publishers) and the small business size standard is $21.0 million. No solicitation document is available. The Bureau of the Public Debt will consider all affirmative responses received no later than 15 days after publication of this notice. Affirmative responses shall be accompanied by sufficient technical detail and documentation to clearly show the ability to provide the requirement or functional equivalent, at terms more advantageous to the Government. A request for documentation will not be considered an affirmative response. If no affirmative written response is received that clearly demonstrates the ability to meet all requirements and that it is more advantageous to the Government, we intend to make a sole-source award to Forrester Research, Inc.
