Description
The Air Armament Center (AAC) at Eglin AFB has a requirement for a wireless communications system to augment the government's Land Mobile Radio (LMR) system. The service must be commercially available and use commercial off-the-shelf (COTS) equipment. The end user equipment must be a single device to support one-to-one and one-to-many radio calls, telephone, paging, voice mail, text messaging and include the capability for growth to support newly fielded technologies and emerging customer requirements. Additional requirements include LMR interoperability with state, county and local emergency services agencies; secure (FIPS 140-1 or 140-2 as appropriate) E-mail interoperable with the government servers; integration with Eglin's Nortel MSL-100 telephone system; all in campus-style architecture. Cellular, paging and E-mail services must be available nationwide within major metropolitan areas. The system must provide coverage without roaming charges across Eglin's main campus, the Eglin Range and nearby communities. The coverage area is bounded in the West by the Western boundary of the Eglin Reservation, to the North by Interstate 10, to the East by US Hwy 331 and to the South by the Gulf of Mexico. Extended coverage to Cape San Blas and Site D-3 is also desirable. The subscriber units must be managed and configured by government personnel, this includes fleet map structure and subscriber configuration. The government also requires the capability to manage both LMR and cellular airtime in bulk and the capability to dynamically reallocate airtime among users. Contractors interested in this requirement should submit a complete technical package detailing system capabilities that meet the above requirement and indicate the date they will be able to meet the requirements. In addition, the response should include any special requirements for a commercial contract (i.e., Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with Federal Acquisition Regulations (FAR) Part 12.
