Description
Contact Center Director Joann Espinosa, 503/695-2245 ext 201 or Contracting Officer, Norma Fuselier, 503/695-2245 ext. 237 RFQ SJ2003-09 This requirement is as follows: To operate the Health Occupations Program at the Springdale Job Corps Center and administer a program leading to C.N.A. certification for the health occupations trainees. Establish an Oregon State Board of Nursing approval of the program. The program will be located at the centers training facility and will operate 12 months out of the year with a two week break in the summer and also in the winter. Expected enrollment of 50 students per year, with an average of 15 students per scheduled class. Scheduling will need to be flexible as the students are also attending various other classes for educational purposes, i.e. GED Classes, Driver?s Education and are also required to participate in a ?Work Base Learning Program?. Our students range in age from 16-24 years of age, most live on the campus and all are considered to be ?at-risk? students. Offeror will need to provide hands on activities for the students as a part of the occupational exploration program. Offeror will need to participate in student employability programs and activities; maintain accountability of students and property; adhere to safety practices; coordinate with case managers and other staff as necessary to resolve issues affecting student training; involved in placement of graduates to work sites. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number RFQ SJ2003-09 is issued as a request for quotation (RFQ). The proposed contract is 100% set-aside for small business concerns. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. Per FAR 52.219-6 Notice of total small business set aside. As prescribed in 19.508 (c), Notice of total small business set-aside (July 1996) (a) Definition, ?small business concern,? as used in this clause, means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the size standards in this solicitation. (b)General, (1) Offers are solicited only from small business concerns. Offers received from concerns that are not small business concerns shall be considered non-responsive and will be rejected. (2) Any award resulting from this solicitation will be made to a small business concern. All responsible sources may submit a quote that will be considered by the Agency. A Firm-Fixed Price purchase order will be awarded using Simplified Acquisition Procedures. The following provisions and clauses apply; 52.202-1, 52.203-5, 52.203-6, 52.203-7, 52.216-24, 52.216-25, 52.219-6, 52.225-13, 52.233-2, 52.233-3, 52.237-1, 52.237-2, 52.237-3, 52.244-6. and will be used to obtain the best value for the government for this acquisition. In using the best value approach, the contract will be awarded to an Offeror who gives the greatest confidence that they will best satisfy our requirements in an affordable manner. Contract award is estimated to take place August 26, 2002. The period of performance will consist of approximately a one-year period, with two option years. If a change occurs in this requirement, only those Offeror that respond to this announcement within the required time frame will be provided any changes/amendments and considered for future discussions and/or award.
