Description

The Contractor shall provide non-personal Program Community Liaison services on-site at the Federal Correctional Institution, FCC Petersburg Complex Low, Petersburg, Virginia. Technical oversight shall be provided by the Contracting Officer's Technical Representative (COTR), as listed elsewhere in this solicitation. The Contractor shall have the ability to work with a diverse inmate population of cultural, regional, racial, and ethnic backgrounds. The Contractor shall assist in the recruitment, training, coordination, and retention of volunteers and mentors. The Contractor shall also promote the program in the community to a diverse group of religious and civic organizations to meet this multi-faith program. Consultations will be held with the Life Connections Program Chaplain as needed. The Contractor shall have the ability to fluently speak, understand, read, and legibly write English. The Contractor shall not exceed 1 session per day (with a session define 1 ea. four (4) hours per day Monday through Friday except on Holidays), nor exceed 260 sessions for the Base Year, or 170 sessions for Option Years. The Contractor shall not exceed working 30 hours per week. This will be a Firm-Fixed Price Requirements contract with a 12 month Base Year and 4 one year Option Years. The Solicitation is scheduled to be released on August 1, 2002 will all bids due by September 5, 2002.
