Description

The Contractor shall provide non-personal Program Facilitator services on-site at the Federal Correctional Institution, FCC Petersburg Complex Low, Petersburg, Virginia. Technical oversight shall be provided by the Contracting Officer's Technical Representative (COTR), as listed elsewhere in this solicitation. The Contractor shall have the ability to work with a diverse inmate population of cultural, regional, racial, and ethnic backgrounds. The contractor shall be knowledgeable of program goals and scheduling and will work with the Life Connections Program Chaplain and the Community Liaison to coordinate all program components. Once the program is fully operational, there will be approximately 100 inmate participants. The Contractor will further assist to insure that volunteers and mentors from a broad spectrum of religious faith communities are available to meet this multi-faith program. Consultations will be held with the Life Connections Program Chaplain as needed. The Contractor shall have the ability to fluently speak, understand, read, and legibly write English. The Contractor shall not exceed 1 session per day (with a session define 1 ea. four (4) hours per day Monday through Friday excluding Holidays-No Work on Holidays ), nor exceed 260 sessions for the Base Year, or 170 sessions for Option Years. The Contractor shall not exceed working 30 hours per week. This will be a Firm-Fixed Requirements Contract with a 12 month Base Yeaar with 4 one year Option Years. The Solicitation is scheduled to be released on August 1, 2002 with all bids due by September 5, 2002.
