Description
This is a combined synopsis/solicitation for commercial items or services prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ) No. D99336. These solicitation clauses and provisions are those in effect through Federal Acquisition Circular 97-27. The Standard Industrial Classification (SIC) Code for this acquisition is 7389 and the North American Classification System (NAICS) Code is 561990. The FDA intends to issue a purchase order on a sole source basis to the American Association of Poison Control Centers for the following data analysis: Toxic Exposure Surveillance System (TESS) database reports for nation-wide data related to pediatric poisoning cases treated with Atropine for 1993-2001. The contractor shall submit TESS summary database reports of nationwide data related to pediatric insecticide poisoning cases treated with atropine approximately 60 different hardcopy reports as follows:. Data shall be for three age groups; less than 3 years of age, 3-6 years of age, and 7-12 years of age for the years 1993-2001. The contractor shall furnish a hardcopy description of the methods used to obtain TESS database reports. Period of performance is thirty (30) days from the date of issue. The following FAR Clauses shall apply to this solicitation: 52.212-1 Instructions to Offerors-Commercial; 52.212-4 Contract Terms and Conditions-Commercial Items; and 52.232-33 Electronic Funds Transfers. All responsible sources that can provide and meet the above requirements shall submit written quotations by the due date referenced above. The award is being issued on a sole source basis because the American Association of Poison Control Centers (AAPCC) is the repository of data collected from the poisoning cases referred to America?s Poison Control Centers. They are responsible for the collection and analysis of national poison data and is the body that certifies Regional Poison Control Centers. The TESS database contains data on over twenty-four million poison exposure cases reported from around the United States. FAR provisions can be found on the following website: http://www/arnet.gov.
