Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). I. Island assembly (Quantity 2 Each). Each island shall have the following physical features: A. Exterior dimensions: (1) Counter-top: 20' to 22' L x 52" to 54" W x 33" H (2) Supporting cabinets: shall conform to counter-top dimensions less an approximate one-inch (1") recess on all four sides. B. Material composition: (1) Counter-top: shall consist of a subsurface as appropriate and a one-inch (1") thick epoxy resin, black in color. (2) Supporting cabinetry: fabricated sheet metal (standard gauge). C. Counter top interior configuration and features: (1) End sink (one each) of stainless steel and rectangular design measuring 24"Long x 16"Wide x 8"Deep. It shall include a single gooseneck shaped faucet with tap and P-trap. There shall be separate spigot controls for hot and cold water. (2) Deck-mounted de-ionized water port (feed) installed at the end-sink suitable for providing the sink with deionized water from the water purifying system. On one island only, that faucet shall also serve the reagent grade water purification system defined at Para. II F. (3) At least four (4) cup sinks with coldwater faucet and tap with aspirator located proportionately along the center line of the counter top (See diagram). (4) At least four (4) double gang air and vacuum petcocks located between the four-cup sinks (See diagram). Air will be supplied by stand-alone bottles, and vacuum by separate pumps. (5) At least four (4) deck mounted double-faced electrical boxes, each face with at least two outlets with individual circuit breakers. Each outlet shall supply 120 Volt, 40 Amperage current. These electrical boxes shall be located as shown on the accompanying diagram. D. Supporting cabinetry. Cabinets and drawers are to be of mixed design and in the following layout: (1) Each island shall have three (3) kneeholes, one in the approximate center length wise on one side, and two proportionally off-center on the opposite side of the island. There shall be a tier of four (4) cabinet drawers located to the right side of each kneehole. On the left side there shall be a single cabinet having a swing out metal door and two (2) interior metal adjustable height shelves. (2) End island cabinet. There shall be an open (no shelving) cabinet located under each end sink. Interior length and width dimensions shall be centered between the exterior cabinet walls under sink, and be approximately eighteen inches (18") deep. The cabinet shal have double metal access doors. (3) Additional cabinetry shall be located the length of both sides of each island and may be either one or a mix of the following configurations: NOTE ON CABINET STYLES: Measurements are estimates. Specific dimensions must conform to over-all island size and kneehole allowances. All casework (sheet metal) is to be "bone" color matching the existing laboratory fume hood. ? Cabinet style 1 A fabricated sheet metal cabinet consisting of two separate under counter side-by-side pull out drawers, each measuring about 21" W x 7" H x 18" Deep. A cabinet bay located below the drawers will span the width of the two drawers above, and have two hinged doors, each measuring about 21" x 21". There shall be a single adjustable height metal shelf located within each cabinet. ? Cabinet style 2 A fabricated sheet metal cabinet consisting of a single full-height cabinet bay measuring approximately 21" W x 30" H x 18" Deep. It shall have two (2) interior metal adjustable-height shelves having a minimum depth of 16". The cabinet shall include a single door with metal pull handle. Adjacent to the cabinet shall be a tier of 4 pullout sliding drawers, each measuring approximately 21" W x 7" H x 18" D. II. Laboratory interior furnishing requirements: A. Connecting corridor There shall be three wall mounted shelf units (tiers) located on the building connecting corridor south wall. Each unit (tier) shall consist of vertical wall mounted strips for receiving adjustable brackets beginning just above the floor base board and extending vertically eight feet (8'). Each of the three units (tiers) shall have seven (7) shelves, each measuring three feet (3') long x sixteen inches (16") deep. An example of this adjustable shelving format is the Steel-Lok system. See NOTE below for shelf construction. B. Laboratory West Wall There shall be two (2) separate wall shelving units (tiers) mounted on the west wall and spaced proportionally between the laboratory west side corridor entrance and the building's north wall. Each unit (tier) shall consist of vertical wall mounted strips for receiving adjustable brackets beginning just above the floor base board and extending vertically eight feet (8'). Each of the three units (tiers) shall have seven (7) shelves, each measuring six feet (6') long x sixteen inches (16") deep. An example of this adjustable shelving format is the Steel-Lok system. See NOTE below for shelf construction. C. Laboratory South Wall (stock room outer wall) There shall be three (3) separate wall mounted shelving units (tiers) spaced proportionately along the length of the wall. Each unit (tier) shall consist of vertical wall mounted strips for receiving adjustable brackets beginning just above the floor base board and extending vertically eight feet (8'). Each of the three units (tiers) shall have seven (7) shelves, each measuring three feet (3') long x twelve inches (12") deep. An example of this adjustable shelving format is the Steel-Lok system. See NOTE below for shelf construction. NOTE: All shelves are to be made of wood , coated with a chemical resistant finish, and have a perimeter "lip" (rise) approximately 1/2-inch high to prevent items from sliding off. D. Laboratory Peg board for drying glassware Each of the two islands shall include a peg board at the sink-end measuring approximately 29"W x 32H x3/4 thick with assorted pegs and have a stainless steel drip-trough. E. Deionized water unit (One each) (1) Water quality: 2 to 14 megohms/cm resistivity (2) Flow rate: approximately 12 gallons per minute (3) Outlet pressure: minimum 30PSI (4) Configuration shall be as follows: a. Pre-filter cartridge b. Activated carbon cartridge having 3.6 CFM capacity c. Mixed-bed resin ion exchanger cartridge with 3.6 CFM capacity to remove positive and negative charged ions. NOTE: Requirement is for the system to plug into standard 3/4" NPT fitting at potable water source and connect to the preinstalled PVC pipes supplying the laboratory islands. 120VAC and floor-drain are provided at site. F. Polished water (reagent grade) unit One reagent grade water polishing unit (e.g., Barnstedt or Millipore) providing a 1 to 2 gallon per minute flow rate and producing 15 to18 megohm quality water. This unit shall be attached on the single island with sink deionized water faucet designed also to serve the reagent grade water purification system as defined in Para. I C 2). The minimum inlet feed water pressure shall be 30 PSI. A drawing / layout of the lab is attached to this synopsis. The provisions and clauses in the RFQ are those in effect through FAC 01-08. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 339999 and 500, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to MSFC is required within 20 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by 3:00 P.M. CST on August 16, 2002 and may be mailed or faxed to Glen Alexander/PS32-G, Marshall Space Flight Center, MSFC, AL 35812, Phone (256) 544-3797, FAX (256) 544-9354 and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. Quoters shall provide the information required by FAR 52.212-1. Addenda to FAR 52.212-1 are as follows: MSFC 52.213-91, NFS 1852.211-70, and 1852.214-71. Reserve Paragraphs (d),(e),(f),(h), and (i) in 52.212-1. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. The Representations and Certifications required by FAR 52.2l2-3 may be obtained via the internet at URL: http://ec.msfc.nasa.gov/msfc/pub/reps_certs/sats/ FAR 52.212-4 is applicable. Addenda to FAR 52.212-4 are as follows: MSFC 52.232-90, NFS 1852.246-71, FAR 52.204-4, 52.211-15, and 52.247-34. FAR 52.212-5 is applicable and the following identified clauses are incorporated by reference: FAR 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, and 52.225-3. CST on August 9, 2002. Selection and award will be made (on an aggregate basis)to the lowest priced, technically acceptable quoter. Technical acceptability will be determined by information submitted by the quoter providing a description in sufficient detail to show that the product quoted meets the Government's requirement. Quoters must provide copies of the provision at 52.212-3, Offeror Representation and Certifications - Commercial Items with their quote.
