- Description
- The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Matsys Materials and Manufacturing Systems, of Springfield, VA, for acquisition of one (1) commercially-produced and modified for NIST High Temperature Eddy Current Sensor System with Function Generator. The system will be used in the Metallurgy Division, at NIST, for real-time monitoring of consolidation of a compact inside a Hot Isostatic Press (HIP).*****Installation of the system and training of NIST personnel on the use of the system shall be included. A one-year warranty on parts and labor shall be included.*****The system shall meet all the following specifications: (1) The sensor must be configured to be easily installed inside a HIP; (2) The sensor must work up to 1200 ?C; (3) The sensor must work up to 200 MPa; (4) The sensor must have a PC-based software interface; (5) The sensor must have a LabView graphical, user-friendly interface; (6) The interface must display HIP temperature and pressure in real-time; (7) The interface must display compact dimensional change in real-time; (8) The interface must display compact relative density in real-time; (9) The system must have a sensor to monitor diameter change for a cylindrical specimen; (10) The system must have a sensor to monitor thickness change for a flat specimen; (11) The sensor must be modular to allow customization for compact size and HIP chamber size.*****Sole source determination is based on the need for instrumentation meeting all the above specifications and having the appropriate modular features and connections that will mate with existing process control components used on NIST's existing HIP system. Matsys Materials and Manufacturing Systems is uniquely qualified to provide NIST with eddy current consolidation sensor technology in HIP, as well as to be compatible with NIST's existing instrumentation. *****Delivery shall be FOB Destination, Gaithersburg, MD, and is required within 30 days or less after receipt of purchase order (ARO).*****The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 Employees.*****No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by August 6, 2002, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.*****
