Description
The National Institute of Standards and Technology (NIST) plans to issue an order on a sole source basis to Dr. Daniel Burden, Wheaton, IL, under the authority of FAR 13.106-1 (b) using Simplified Acquisition Procedures. The Contractor shall provide instrumentation and calibration services to the Biomolecular Materials Group by performing the following services: Task 1: Contractor shall design, build, test, characterize, and calibrate equipment for use in single molecule experiments using National Instruments products purchased by NIST. Task 2: Contractor shall develop methods to minimize the effects of acoustic, vibrational, and electromagnetic sources of noise in said equipment. Task 3: Contractor shall use single molecule measurement techniques (e.g. fluorescence and ionic conductance) to quantitate the physical properties of DNA and proteins. Task 4: Using the constructed single-molecule optical instrumentation, the Contractor shall examine the dynamics of unsupported lipid bilayer membranes, the behavior of membrane-incorporated proteins, and the translocation of material across the lipid barrier. Professor Burden has the expertise required to carry out all the tasks and has extensive working knowledge of LabView programming language. He also developed the first generation instrumentation for fluorescence-based single-molecule detection at NIST during his NRC post-doctoral fellowship. The period of performance will be August 19, 2002 to July 18, 2003. The anticipated award date of the order is on or about 10 days from the date of this notice. This notice of intent is not a request for competitive quotations. Interested persons may identify their intent and capability to respond to the requirement no later than the response date above. A determination by the Government not to compete this proposed contract based upon responses to the notice is solely within the discretion of the Government.
