- The Communications and Information Agency of Uzbekistan invites submission of Proposals from interested U.S. firms which are qualified on the basis of experience and capability to conduct a feasibility study to examine modernizing Uzbekistan's postal facilities using Internet and IT technology. The proposed Postal Modernization project is intended to facilitate the provision of postal and financial services and thoroughly modernize Uzbekistan's existing postal facilities. It is anticipated that banking services would be provided by the Uzbek Communications Bank, which would obtain all necessary new banking licenses. In addition, the Project envisages the installation of Internet facilities for the public's use, at nominal charge, at over 3,300 post office locations. During the proposed implementation of the Project, a total of three thousand and forty four post offices and two hundred regional postal centers will be automated. In each facility, postal services based on computer technologies will be established and will become centers of banking and communications for the population including telephone, fax and Internet. While the Uzbek postal service, Uzbekistan Pochtasi has undertaken a review of the proposed project and drafted various memoranda and financial analyses, comprehensive technical analyses, strategic business plans and marketing plans have not been prepared to date. In order to obtain financing for this Project, each of these important documents needs to be drafted in a manner designed to attract financing. In order to be viewed credibly by international financing sources, Uzbekistan Pochtasi will require immediate planning, strategic and technical assistance in the following critical areas: 1. Technical expertise for validating previous assumptions pertaining to the Project. Evaluating technical alternatives and developing equipment specifications for preferred options; 2. Provision of postal management and operational expertise; 3. Highly focused technical assistance planning for the Project's nationwide deployment and rollout; 4. Preparation of a long range strategic business plan beyond the planning horizon of Uzbekistan Pochtasi's present efforts; 5. Preparation of a Marketing Plan and intensive investigation and review of all potential financing options; 6. Preparation of an Investment Opportunity Memorandum (or Investment Prospectus) intended to be utilized to attract financing; 7. Overall strategic assistance to enable Uzbek Pochtasi to implement the Project successfully; 8. Preparation of investment documents to assist in making decisions on investment in the postal communications sector in Uzbekistan. The U.S. firm selected to conduct this feasibility study will be paid in U.S. dollars from a $431,300 grant to the Communications and Information Agency from the U.S. Trade and Development Agency (TDA). A detailed Request for Proposals (RFP) is available from TDA, at 1621 N. Kent Street, Suite 200, Arlington, VA 22209-2131. Requests for the RFP should be faxed to the IRC, TDA at 703-875-4009. In the fax, please include your firm's name, contact person, address, and telephone number. Some firms have found that RFP materials sent by U.S. mail do not reach them in time for preparation of an adequate response. Firms that want TDA to use an overnight delivery service should include the name of the delivery service and your firm's account number in the request for the RFP. Firms that want to send a courier to TDA to retrieve the RFP should allow one hour after faxing the request to TDA before scheduling a pick-up. Please note that no telephone requests for the RFP will be honored. Please check your internal fax verification receipt. Because of the large number of RFP requests, TDA cannot respond to requests for fax verification. Requests for RFPs received before 4:00 PM will be mailed the same day. Requests received after 4:00 PM will be mailed the following day. Please check with your courier and/or mailroom before calling TDA. Only U.S. firms and individuals may bid on this TDA financed activity. Interested firms, their subcontractors and employees of all participants must qualify under TDA's nationality requirements as of the due date for submission of qualifications and proposals and, if selected to carry out the TDA-financed activity, must continue to meet such requirements throughout the duration of the TDA-financed activity. All goods and services to be provided by the selected firm shall have their nationality, source and origin in the U.S. or host country. The U.S. firm may use subcontractors from the host country for up to 20 percent of the TDA grant amount. Details of TDA's nationality requirements and mandatory contract clauses are also included in the RFP. Interested U.S. firms should submit their Proposal to the Communications and Information Agency of Uzbekistan c/o TDA by 4:00 P.M., August 15, 2002, at the above address. Evaluation criteria for the Proposal are included in the RFP. Price will not be a factor in contractor selection, and therefore, cost proposals should NOT be submitted. The Communications and Information Agency of Uzbekistan reserves the right to reject any and/or all Proposals. Communications and Information Agency of Uzbekistan also reserves the right to contract with the selected firm for subsequent work related to the project. Communications and Information Agency of Uzbekistan is not bound to pay for any costs associated with the preparation and submission of Proposals.
