Description
THIS IS NOT A REQUEST FOR PROPOSAL. Under the authority of 10 U.S.C. 2304(c)(1) and as implemented by FAR 6.302-1, Engineering Field Activity Northwest (EFA NW) intends to increase the capacity under contract N44255-00-D-2476, Indefinite Quantity Architect-Engineering Contract for Environmental Restoration Projects at Various Locations Serviced by EFA NW by $500,000.00 on a sole source basis. Contract N44255-00-D-2476 was awarded on 14 September 2000 to URS Group Inc. and included a base year and two option years. The maximum contract value for the base year and option years was $5,000,000.00 combined. The base year expired on 13 September 2001 and the first option year was awarded. The first option expires on 13 September 2002. The remaining capacity is not adequate to accommodate two upcoming projects for complete a Method II and Method IV Comparison at Adak, Alaska and perform a Work Plan Implementation and Reporting for Landfill Sites at Fallon, Nevada. The Government has determined that awarding these projects to another contractor would result in substantial duplication of cost to the Government and would considerably increase the time of performance. This is NOT a request for proposal. However, if another firms believes it can perform these services with greater dollar and time savings than anticipated by the Government by going sole source, they need to demonstrate so to the Government. Your documentation should be submitted to Engineering Field Activity, Northwest, Attn: Karen Smith, 19917-7th Avenue NE, Poulsbo, WA 98370-7570 no later than 4:00 p.m. local time on the response date. A determination by the Government not to compete this proposed work based on responses to this notice is solely within the discretion of the Government.
