- Description
- Description. The Immigration and Naturalization Service intends to award a sole source bridge contract to Lockheed Martin Corporation Integrated Business Solutions. The statutory authority for this sole source procurement is 10 U.S.C. 2304(d)(1)(B) and 41 U.S.C. 253 (d)(1) per FAR 6.302-1(c)(2). This is an interim action intended to ensure continuity of support by providing a temporary "bridge" contract between the Verification Information System contract (COW-7-C-0011) and the competitively awarded successor contract for the Verification Information System (VIS) (GS 00T99ALD02032). The period of performance will be from February 1, 2003 through January 31, 2004 through no later than July 31, 2005. The new contract will include a one-year base period with three six-month option periods. The bridge contract will allow for a continuation of the services that were provided under INS contract COW-7-C-0011. The bridge contract is required for the orderly transition of multiple access modes to the web-based system under the competitively awarded contract. The Verification Information System permits federal, state, and local agencies and employers to verify immigration status of non-citizens applying for benefits and/or employment as required under the Immigration Reform and Control Act of 1986 and the Personal Responsibility and Work Opportunity Reconciliation Act of 1996. Due to the criticality of the system and the requirement to transition over 60,000 users utilizing multiple access methods to a new data center in a short period of time, the INS has determined it would be impossible to find another contractor with the requisite specialized experience to perform the transition in a timely, efficient, and cost effective manner. Substantial duplication of cost to the Government not expected to be recovered through competition and unacceptable delays in fulfilling the agency's requirements for a critical system would result - i.e. a break in service for this critical system. This notice of intent is not a request for competitive proposals. However, the Government shall consider all responses received by the September 5, 2002. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. A solicitation is not available. The proposed contract action, solicitation COW-2-R-0074, is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
