Description
The U.S. Department of Housing and Urban Development (HUD) intends to award multiple Indefinite-Quantity Indefinite-Delivery contracts to provide property management services for multifamily properties owned by or in the custody of HUD under the jurisdiction of the Atlanta Multifamily Property Disposition (MFPD) Center, which has jurisdiction over 21 eastern states as well as the District of Columbia, Puerto Rico, and the U.S. Virgin Islands; and, the Fort Worth MFPD Center, which has jurisdiction over 29 western states. All types and sizes of business concerns may submit proposals; however, the Request for Proposal (RFP) contains a cascading procedure for award in order to afford greater contracting opportunities to small and 8(a) businesses. The set-aside award procedure is outlined in Section M, at paragraph M.4 on page 127 regarding how the cascading of awards will be accomplished. A close review of this section is advised. The North American Industry Classification System Code (NAICS) is 531110 with a small business size standard of $6 million dollars. The geographic areas for the Atlanta MFPD Center are as follows: Geographic Area I - Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, Vermont, New Jersey, New York, Delaware, Maryland, Pennsylvania, Virginia, Washington, D.C., and West Virginia; Geographic Area 2 - Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, Tennessee, Puerto Rico, and the U.S. Virgin Islands. The geographic areas for the Fort Worth MFPD Center are as follows: Geographic Area 3 - Illinois, Indiana, Minnesota, Michigan, Ohio, Wisconsin, Iowa, Kansas, Missouri, and Nebraska; Geographic Area 4 - Arkansas, Louisiana, New Mexico, Oklahoma, Texas, Colorado, Montana, North Dakota, South Dakota, Utah, and Wyoming; Geographic Area 5 - Arizona, California, Nevada, Idaho, Oregon, Washington, Alaska and Hawaii. Each contract will have a base period of two (2) years, with three (3) one-year option periods. The solicitation will be issued on or about August 5, 2002. The closing date for receipt of offers will be on or about September 23, 2002.
