- Description
- The Centers for Medicare and Medicaid Services (CMS) intends to award on a sole source basis, under the Simplified Acquisition Procedures, a firm fixed price award to John Long, M.D., Ph.D, 9323 Creekview Drive, Laurel, MD 20708 for "Hospital Outpatient Prospective Payment System Calendar Year 2003 Payments for Transitional Pass-Through Drugs and Biological Agents." The purpose of this acquisition is to procure the services of a consultant who will (1) report on options for refining how CMS calculates Medicare payment rates and co-payment amounts for pass-through drugs and biologics payable under the OPPS and (2) calculate the payment rates and co-payment amounts for pass-through drugs and biologics payable under the OPPS in 2003. CMS seeks to outsource this task to a consultant who has a clinical background and knowledge in addition to expertise and experience in pharmaceutical coding and pricing. By contracting this task, CMS expects to be able to establish payment rates and co-payments amounts for pass-through drugs and devices that: (a) are consistent with the methodology used by CMS to price drugs, (b) use the most recent average wholesale price (AWP) data available, (c) take into account hospitals' drug acquisition costs, (d) accurately integrate HCPCS code descriptors with AWP information in terms of dosage, vial size, and other quantifiable variables, and (e) are calculated timely for publication by November 1 in the OPPS final rule and for quarterly updates effective in April, July and October. Dr. John Long, in addition to being a Doctor of Medicine, also has a Ph.D. in pharmacology, as well as a Masters degree in Business Administration. He has had extensive experience providing pharmaceutical product pricing as a consultant to physicians, industry, hospitals, and the government, and he has had pharmaceutical industry experience from the bench through post marketing. As the director and chief investigator for a recent Medicare drug coverage and pricing study contracted by CMS, Dr. Long is well versed in the rules, regulations and policy affecting Medicare payment for drugs. As part of this study, Dr. Long created a database that crosswalks HCPCS codes to NDCs, permitting a determination of the lowest dosage unit for a particular drug or biological, which is a crucial data element in determining AWP for rate-setting under the OPPS. As a physician with a doctorate in pharmacology, Dr. Long has unique credentials both to perform the complex calculations that are required to set payment rates for drugs and biologicals, as well as to advise our policy analysts on the characteristics, uses, mode of administration, and other information about drugs, biologicals, and radio-pharmaceuticals that affects payment rates and payment policy under the OPPS for these products. Dr. Long has a proven track record within CMS; he has demonstrated that he possesses the unique combination of skills, experience, training, and knowledge that are required to set payment rates for drugs and biologicals under the OPPS; and he has ready access to the tools and most up-to-date resources that are needed to update drug payment rates under the OPPS for 2003.
