- Description
- The National Oceanic and Atmospheric Administration (NOAA), Coastal Services Center (CSC) is issuing notice of intent to negotiate a sole source procurement with Invensys Building Systems, Inc. (IBS) to provide the following services for Heating, Ventilation and Air Conditioning (HVAC) modifications: Modifications to improve climate control (includes installation of new equipment, modifications of existing equipment, and new and reprogramming of existing computer controls) ? Reprogramming existing HVAC computer controls to reset discharge air temperatures based on outside air temperature to improve energy efficiency ? Upgrade of existing computer controls to include Ethernet network to allow access to computer controls by Infrastructure staff at desktop This procurement is an expansion of work previously provided by IBS and existing computer controls system software (Signal) is currently under a maintenance contract agreement. Signal is licensed and proprietary to IBS. Control modules which are used to modulate the Variable Air Volume (VAV) boxes and temperature sensors (thermostats) are manufactured and proprietary to IBS. Each control module and Graphics User Interface for each control module must be programmed into the existing Signal system. Upgrading and reprogramming of the Signal system shall be accomplished via IBS trained technicians or subcontractor technicians authorized by IBS to complete work on their system. The statutory authority for other than full and open competition is 41 USC 253(c)(1), Only One Responsible Source. Interested parties may identify their interest and must provide evidence of their capability to respond to the requirement by August 1, 2002. Written requests may be faxed to (757) 441-3786. Telephone requests will not be accepted. The solicitation document will be issued on or about August 5, 2002. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered note 22 applies.
