- NA Direct Digital HVAC Control Components. POC Efrain Rosario, 912-652-6120. Pursuant to the requirements of the Federal Acquisition Regulation, Subpart 5.205, this is a sources sought synopsis to be used in identifying potential sources for HVAC control components, to include network control panels, Air Handling Unit controllers, and software to provide a completely operational system that is seamlessly interfaced to the existing Utility Monitoring & Control System (UMCS) currently installed at Fort Gordon, GA. The original UMCS was installed by Computer Sciences Corporation (CSC) . Since its installation CSC sold all proprietary rights to Dorsett?s Inc., which installed an upgrade to the current system in 1991. Dorsett?s Inc. currently owns the proprietary licensing to both the interfacing hardware and software for the existing C SC system components as well as components to the 1991 upgrade. System protocol, including all source code and objects, is protected by copyright law and unavailable to outside sources. Proprietary equipment consists of only the network control panels an d the controllers. Any qualified controls supplier may provide the sensors, devices, and peripheral equipment as long as they are compatible with Dorsett?s Inc. controls, equipment, control panels and controllers. The system components shall be the standa rd product of a manufacturer regularly engaged in the manufacture of the described DDC HVAC control system and shall essentially duplicate functionally items that have been in satisfactory use with the Dorsett?s Inc. system. Any respondents must provide a listing of facilities at which the proposed system components have been installed and operating for at least two years in satisfactory use with a Dorsett, Inc. UMCS. The supplier may be required to establish 100% compatibility by demonstrating seamless co mmunications without loss of features, capabilities, etc., with the existing Dorsett?s Inc. system on site. This synopsis does not constitute a request for proposal (RFP) or an invitation for bids (IFB). It is a market survey to locate sources for future procurements. The Government will not pay for any materials submitted in response to this synopsis. Sources capable of furnishing these items must so indicate by writing to the Commander, U.S. Army Engineer District, Savannah, ATN: CESAS-MP-MJ (Mr. Rosa rio), P.O. Box 889, Savannah, GA 31402-0889. This response must include complete documentation to support the system?s capability of meeting the above requirements. This documentation should include as a minimum, product literature, system description, o perating characteristics, technical specifications, U.L listings, etc. The Government will review all submitted statements of capability to determine market availability of the system. Foreign firms are advised that restrictions may apply which could pre clude their participation in this acquisition. All responses to this synopsis must be submitted within 30 days from publication.
