- Description
- The National Oceanic and Atmospheric Administration (NOAA)intends to solicit and negotiate on a sole source basis with Woods Hole Oceanographic Institute (WHOI) for the acquisition of services to develop a web-linked database of historical meteorological data collected aboard lightships off the Northeast coast from the earliest days (late 1800s) to 1982, using data entry capability at the National Climatic Data Center, Asheville, NC. The contractor is required to audit the raw computer files for quality control, arrange for conversion of the raw data into standardized units, and set up a procedure for making the resulting data files in a web-linked database. The statutory authority for less than full and open competition is 41 USC 253(c)(1), Only One Responsible Source. WHOI is the only known source with the requisite expertise and available data necessary to accomplish the requirements. Meteorological data were collected throughout and complementary oceanographic data were collected from the 1950s to the 1970s. WHOI has previously computerized the oceanographic data sets. The period of performance will be 9/15/02 through 9/14/03 with an option for one additional 12-month period. Interested persons must identify their interest and capability to respond to the requirement within 15 days of this notice. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Evidence must be provided of the ability to provide the required services. Any party interested in receiving a copy of the solicitation shall provide written notice to the Contracting Office. The solicitation document will be issued on or about August 5, 2002. Telephone requests will not be accepted. No contract award will be made on the basis of proposals received in response to this notice since this synopsis cannot be considered a Request for Proposal. All responses from responsible sources will be considered. See Note 22.
