- This is a combined synopsis/solicitation for commercial items. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. RFQ #DAAE30-02-Q-0861. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (01-07). The US Army ARDEC, Picatinny Arsenal has the following requirement: SCOPE/OBJECTIVE : To purchase a Minimum Ignition Energy Test Apparatus ? MIE III. REQUIREMENTS: The Minimum Ignition Energy (MIE) Test Apparatus ? MIE III must comply to the ASTM E2019-99 (Rev 2000), IEC 1241-2-3 international standard, German standard VDI Fortschritt-Berichte Reihe 3: Verfahrenstechnik NR 134 and to British Standard BS 5958, 1991. The MIE will comprise of two basic items: a) A powder dispersion and explosive unit with acrylic Hartmann tube and a remote dispersion controller (This unit is for use in a metal fume cupboard); b) A spark generation and measurement unit for location adjacent to the fume extraction cupboard which contains the following items: 1) An independent high voltage unit (operation to kV); 2) A capacitor bank with spark energy selector switches; 3) A spark breakdown voltage monitoring unit (for measuring the energy of individual spark discharges). The spark generator will supply spark discharges of a selected energy to electrodes in the explosive chamber. The spark energy will set using a purpose designed switch bank to select combinations of energy storage capacitors in steps of 1mJ from 1mJ to 2000mJ. The apparatus design will give a visual indication of total capacitance chosen. Spark energy measurement will be available from the spark breakdown voltage-measuring unit. An analog will be available for continuous breakdown voltage recording on a chart recorder for accurate determination and logging. The apparatus will be supplied with alternative earth return circuits for the discharge. Either a direct non-inductive path or a 1mH inductive path will be able to be selected on the apparatus to cover various standards. The apparatus will be supplied with full instructions for carrying out Minimum Ignition Energy determination. All necessary interconnecting cables must be included. The apparatus will be supplied with full calibration documentation and results data sheet for a test carried out using a calibration powder that has been the subject of international round robin tests. The System Specifications are as follows: 1) Explosive Chamber ? 1 liter volume, acrylic and stainless steel, complete with all air handling and dispersion equipment and remote control dispersion and arc controller; 2) Power Requirement for Each Unit ? 115V/60Hz; 3) Continuous Arc Ignition Source ? 10 kVac output transformer for A/B classification; 4) Energy Storage Capcitance Range ? Up to 29255 pF device capacitor bank; 5) Maximum Operating Voltage ? 15kV; 6) Nominal Spark Energy Range ? 1 ? 2000mJ in steps of 1mJ; 7) High Voltage Unit Dimension ? 550 x 530 plan, 450 mm high (9U, 19? rack); 8) Air Pressure ? Nominally 4 to 6 bar; 9) Constant Arc Transformer ? Provides a screening test prior to using the MIE apparatus in order to determine whether it is necessary to test further a particular powder with the Minimum Ignition apparatus using discrete sparks. The constant ignition source has an energy equivalent to < 500mJ. Delivery Requirements: The Minimum Ignition Energy Test Apparatus is required to be delivered to Picatinny Arsenal not later than September 30, 2002. Direct Delivery to the attention of Mr. Ted Dolch, Bldg 3024. EVALUATION CRITERIA: Lowest price technically acceptable. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 2 Aug 2002 will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
