Description
This Special Notice is for respondents to the Improved Navy Lighterage System (INLS) sources sought synopsis which was published April 30, 2002 and for other interested parties. The Sealift Support Program Office (SSPO) hereby issues the draft INLS Specification dated July 2002, as attached, in order to obtain industry comments. The proposed INLS requirement is to transport loaded wheeled, tracked and break bulk cargo from Maritime Prepositioned Force (MPF) ships and Assault Follow-On Echelon (AFOE) ships to the shore and back to the ships and shall be offloaded, assembled, operated, maintained and backloaded in environments greater than Sea State 2 (SS2) conditions and survive SS5 conditions except as noted elsewhere. (Sea state conditions are defined by the Pierson-Moskowitz Sea Spectrum.) Potential offerors are responsible for downloading their own copy of the draft specification. If you encounter problems downloading the document from the Navy?s Electronic Solicitation web site, please e-mail Robbin Bruce at www.brucers@navfac.navy.mil. Industry comments will be fully considered in preparation for the final specification. SSPO will not provide individual responses and requests that no general telephone or e-mail inquiries be made to the Contracting Officer or any SSPO employee. Submit all comments pertaining to the draft specification no later than 15 August 2002 to the Contracting Officer, Robbin Bruce, by the following methods: (1) E-mail: brucers@navfac.navy.mil , (2) Fax: (202) 685-6030 or (3) Mail to: Sealift Support Program Office, 720 Kennon Street, Washington Navy Yard DC 20374-5045, Attn: Mrs. Robbin Bruce. The draft specifications are for planning purposes only and shall not be construed as a RFP, an Invitation for Bids (IFB), or as an obligation on the part of the Government to acquire any follow on capabilities. The Government does not intend, at this time, to award a contract or otherwise pay for the information provided. No entitlement or payment of direct costs or charges by the Government will arise as a result of submissions of responses. Any procurement will be separately synopsized via the Federal Business Opportunities Web Site.
