Description
The U.S. Department of State (DOS), Office of Logistics Management, on behalf of the Overseas Buildings Operations, Facilities Management Division, anticipates awarding at least two indefinite quantity/indefinite delivery contracts to professional, licensed firms specializing in building envelope, roofing and waterproofing design. One of the contracts shall be set aside for small business. Each contract shall consist of a one-year base period with four one-year optional service periods. The Government guarantees $20,000 in task orders over the life of the contract. The maximum dollar value of orders awarded under each contract shall not exceed $600,000 per year; the total contract amount over five years shall not exceed $3,000,000. Tasks shall include, but are not limited to, on-site surveys and investigations, building envelope, roofing and waterproofing reports, contract documents for design/bid/build, performance specifications for design/build, cost and schedule estimates, submittal reviews, on-site quality assurance inspections, and related requirements for maintenance and repair projects worldwide. Submissions under this contract shall be compliant with Office of Overseas Buildings Operations guidelines and compatible with Autocad Release 2000. The anticipated construction cost of these projects shall range from $200,000 to $3,000,000, depending on specific design limitations, locations and security parameters. The following professional disciplines are required: architectural, structural, mechanical, electrical, cost and scheduling estimating, historic preservation, sustainability, curtain wall, and fire, life safety and hazardous material expertise. In order to be eligible to perform under this contract, the successful offeror must possess or be able to obtain a Department of Defense (DOD) Secret facility clearance (FCL), issued in accordance with the National Industrial Security Program Operating Manual (NISPOM), DOD 5220.22-M. Specifically designated personnel assigned to this contract must also possess a Secret personnel security clearance issued by the Defense Industrial Security Clearance Office (DISCO). Subcontractors that require access to classified information must also possess a DOD Secret FCL. All offerors will be required to comply with security requirements as detailed in the NISPOM. If a selected offeror does not possess the necessary FCL, the Department will sponsor the firm for a clearance. Sponsorship does not guarantee that the firm will receive the clearance. A period of six calendar months, from selection of the final offeror, will be allowed for the offeror to obtain the necessary FCL. After this period the Government may, at its discretion, consider awarding the contract to another firm. Firms that form joint ventures must also comply with the above FCL and personnel security clearance requirements. Firms responding to this announcement on or before the closing date will be considered for selection using the following evaluation criteria -- 100 point maximum: a) Specialized experience and technical excellence and competence in roofing, building envelope and waterproofing projects. List three projects performed in the past five years in each of the following four building systems: 1) low slope roofs (built-up, modified bitumen, single-plies); 2) steep slope roofs (clay tile, slate, metal systems); 3) fa?ade and building envelope restoration; and 4) below grade waterproofing repair. Provide the following information for each project: brief description, project date, project manager, delivery method (design/bid/build or design/build), cost, cost of change orders, planned vs. actual schedule, and name, address, and telephone of a reference - 35 points b) Professional qualifications necessary for satisfactory performance of required services, as listed above. Show any licenses, registrations, or other certifications, as well as awards and other indicators of high quality performance. This shall include on-site quality assurance inspectors - 25 points c) Internal quality management plan, past performance, schedule, and cost control procedures. Describe internal quality control and assurance plan, as well as firm's ability to successfully provide and coordinate discipline efforts either in-house or with consultants. Provide an Organization Plan and an Internal Quality Assurance Plan. Detail the sufficiency of staff and technical resources available for this contract and not committed to other contracts. Identify the primary office that will have responsibility for projects and the staff assigned to that office by discipline - 25 points d) Specialized experience in design-build projects, including the preparation of bridging documents, writing performance requirements, and developing statements of work for design-build projects - 10 points e) Previous experience with overseas projects and knowledge of foreign building codes and standards and construction practices - 5 points. Failure to address each of the evaluation criterion, in writing, will result in failure to qualify. Additionally, failure to provide the requisite information will result in failure to qualify. This is not a request for proposals. A/E firms that meet the requirements described in this announcement are invited to submit two copies of the following: (a) Standard Form 254 Architect/Engineer and Related Services Questionnaire and (b) Standard Form 255 Architect/Engineer and Related Services Questionnaire for Specific Projects. There is a maximum of 20 single-sided text pages on each submission (SF-254 and SF-255). Upon notification of selection, the A/E will be required to submit a copy of its Quality Management Plan (QA/QC) plan within ten working days for review and approval. If selected, a large business concern will be required to submit a small, minority and disadvantaged business subcontracting plan. The DOS Fiscal Year 2002 subcontracting goals are: small business 40%; small disadvantaged business 13%; women-owned business 5%; HUBZone business 2.5%; and service disabled veteran business 3%. The small business size standard North American Industry Classification System code is 541330, $4.0 million average.
