- The National Institute of Standards and Technology (NIST) intends to enter into a sole source contract with the National Academy of Sciences-National Research Council Division on Engineering and Physical Sciences Board on Manufacturing and Engineering Design to organize a forum on the topic of new directions in manufacturing. The forum will be designed to bring together government policy makers, visionary leaders in the manufacturing industry, economists members of the manufacturing research community, developers of manufacturing systems, manufacturing workforce representatives and advocates, and end-users of manufacturing products to make presentations and hold discussions on the current state of the manufacturing enterprise in the United States and the challenges of the coming years. Specifically, the Council will convene a workshop designed to bring together representatives from the diverse manufacturing community and design a program to address several of the following topics including: robust manufacturing, micro/nano manufacturing, workforce and education issues, lean manufacturing, contract manufacturing, surge manufacturing, new strategies for product design and realization, globalization, and regulatory considerations. NRC currently organizes a biennial Forum on Materials that is the model for the proposed Forum on Manufacturing. The experience of the NRC in conducting highly successful and nationally recognized forums will impact greatly the running of the Forum on Manufacturing thus bringing efficiency and economy to the operation. The Government anticipates the award of a Cost Reimbursable (no fee) contract on or about August 27, 2002. The proposed requirement is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations. However, the Government will consider all capability statements received by August 27, 2002. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. A Request for Proposal (RFP) package is not available. (See Notes 22 and 26)
