- Description
- The General Services Administration, Federal Technology Service, Region 8, Denver and its client, United States Air Force Academy, Colorado Springs intend to procure on a Sole Source basis from Sirsi Corporation, 101 Washington Street SE, Huntsville, AL 35801, 256-704-7000, the following services: all personnel, tools, equipment, materials, supervision and other related items necessary to perform maintenance of the Sirsi Integrated Library System software at the US Air Force Academy. Qualified technicians should accomplish maintenance. Software for the Sirsi Integrated Library System should include all upgrades and telephone support as required. PURPOSE: The Sirsi software is essential to the operations of DFLIB, COMLIB, SGSOL, SCSVL, and Ft. Carson Grant Library and any failure of this software could jeopardize the performance of critical library functions. A SOLICITATION WILL NOT BE ISSUED as aresult of this CBD. Only one order will be issued for this requirement, no partials. IMPACT: The Sirsi software will be out of warranty, and maintenance is required for ?bug? fixes and software upgrades. If maintenance services are not available, the systems will be under risk of catastrophic failure without possibility of recovery. It is essential that operations be maintained if the supported organization is to fulfill their missions. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION: Sirsi software is proprietary technology and continued maintenance is only available from the Sirsi Corporation. This is a continuing effort for the past two years. Attempts were made to preclude this sole-source acquisition, but the proprietary nature of the product precludes other sources from providing these services. Concerns having the ability to furnish the above services/supplies are requested to giver written notification (including the telephone number for a point of contact) to the acquiring office listed in this notice within 15- calendar days from the date of this synopsis. This notification should clearly show their ability to so do without compromising the quality, accuracy and reliability of the requirement. This is not a forma solicitation. However, concerns that respond should furnish detailed data concerning their capabilities and may request a copy of the solicitation when it becomes available. All information is to be furnished at no cost or obligation to the Government.
