Description
The National Institute of Standards and Technology (NIST) plans to issue a purchase order for continuation of services on a sole basis to Peter Howell, Gaithersburg, MD, under the authority of FAR 13.106-1(b). The objective of this requirement is to provide the following tasks: Task I) Design of plastic microfluidic systems with patterned polyelectrolyte coatings; design and build plastic microfluidic systems using imprinting and/or laser ablation methods. Ten microfluidic devices will be constructed in several plastic materials including polycarbonate, polystyrene, and polyethylene terephlalate; and deposit polyelectrolyte coatings in plastic microchannels using laminar flow patterning for initial designs. Task II) Evaluate laser ablation as a method to further pattern selectively polyelectrolyte multilayers in microchannels; determine if laser ablation process is effective at removal of polyelectrolyte multilayers; and vary several parameters including laser fluence and number of polyelectrolyte layers to determine effectiveness of patterning. Task III) Test coated microchannels to determine effect on electroosmotic flow; test electroosmotic flow in plastic microchannels using caged fluorescent dye techniques; test effect of coatings on electroosmotic flow; and determine if patterned polyelectrolyte coatings are stable over time. Task IV) Provide initial evaluation of effectiveness of polyelectrolyte multilayers for altering and manipulating microflow and provide data in a report on the study of electroosmotic flow in plastic microchannels with polyelectrolyte multilayers. Mr. Howell is the only source for this service as he has extensive experience in the development of polyelectrolyte multilayer coatings in microchannel systems. his experience includes design, development, characterization, testing, and application of polyelectrolyte miltilayers for use in analytical separations. It is necessary to perform the work on the NIST premises since other work performed in the laboratory interacts with the development of the coatings described herein. The period of performance for the contract in its entirety is twelve (12) months. This is a modification to an existing order. This notice is not a request for competitive quotations. Interested persons may identify their intent and capability to respond to the requirement no later than the response date above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
