Description
The National Oceanic and Atmospheric Administration (NOAA), Pacific Services Center (PSC) is issuing notice of intent to negotiate a sole source procurement with Reinwald, O'Connor & Playdon, LLP to develop a Coastal Development Guidebook. The guidebook will be developed to help reduce the risks from numerous coastal hazards such as coastal floods, erosion, tsunamis, and hurricanes. The end product will be a guidance manual to help guide the proper siting and construction of properties to mitigate the impact of coastal hazards. The Contractor shall conduct research related to coastal development and the impacts of coastal hazards on development including best management practices. This research shall include review of technical reports and applicable laws related to coastal hazards. The work is an expansion of activities currently being conducted by Reinwald, O'Connor & Playdon and funded by the Hawaii State Department of Land and Natural Resources, the Hawaii Coastal Zone Management Program, and the Hawaii Sea Grant Program. Reinwald, O'Connor & Playdon has completed extensive work related to developing a guidebook specifically geared toward reducing risks from shoreline erosion hazards. The Pacific Services Center plans to expand this work to include other coastal hazards. Many of the activities previously conducted by Reinwald, O'Connor & Playdon related to the Coastal Development Guidebook will be used to expand the guidebook in the most efficient and cost effective manner. The statutory authority for other than full and open competition is 41 USC 253(c)(1), Only One Responsible Source. Interested parties may identify their interest and must provide evidence of their capability to respond to the requirement by July 19, 2002. Written requests may be faxed to (757) 441-3786. Telephone requests will not be accepted. The solicitation document will be issued on or about July 22, 2002. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered note 22 applies.
