Description
The Naval Air Warfare Center Weapons Division (NAWCWD) China Lake, CA intends to procure on a sole source basis, a Parts Obsolescence Management capability for the Integrated Defensive Electronic Countermeasures (IDECM) program. The requirement includes constantly updating the database and providing recommended alternatives, called solution sets, to parts that have been identified as obsolete or that will become obsolete. This capability consists of maintaining a database of vendors capable of providing parts to the various components of the IDECM program, and of providing a Website that presents this information to the government and the IDECM subcontractors. The IDECM program is experiencing a parts obsolescence problem and requires a proactive, systematic approach to finding and maintaining a database of vendors capable of providing the parts. Technology advances and changes to program requirements have created the parts obsolescence problem and only an organized and efficient database system can track the very diverse IDECM program components and their numerous vendors. Over the last 25 years, Raytheon Technical Services (RTS) has developed the unique technical expertise, points of contact, and the ability to research and make recommendations on alternatives to use when a specific vendor is no longer able to provide a required part. This full-service capability for the IDECM program is unique to RTS because of the contacts they have made and the Non-Disclosure Agreements they have negotiated with the IDECM contractors. RTS's knowledge of the IDECM program, and their relationships with vendors acquired over the last 25 years, guarantees the database will be updated whenever new information becomes available. Quantity is approximately 903 hours per year for one basic year, plus two option years. See Note 22.
