Description
The Program Support Center on behalf of the Substance Abuse and Mental Health Services Administration (SAMHSA) intends to award a simplified acquisition in a sole source basis to Kaiser Permanente. The basis for this requirement is to: Study access to treatment in HMOs and examine the complex influences of social policies on the types of treatment populations receives in a group-model HMO, one where primary care, mental health services, and substance abuse treatment are theoretically integrated within the same organization and geographic proximity, with financial access being held constant. The proposed simplified acquisition is for services for which the government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to this requirement or submit proposals. No solicitation will be issued.
