Description

The United States Department of the Interior (DOI) seeks information to assist DOI in the development of Indian Trust (Trust) data systems. DOI seeks to identify commercially available applications software and/or database management systems capable of assisting with the various processes listed below. Such systems must be network client-server based, capable of geographic distribution, and adaptable to an integrated, interoperable suite of systems to encompass all Trust management functions. The Trust exists under treaties and statutes dating from the 19th Century. Trust responsibilities include the management of approximately 56 million acres of land and $3 billion in financial assets belonging to various Indian tribes and individual Indians. The business processes include 25,000 probate cases in various stages of administration from unofficial death classifications to probate adjudication for payment of claims; cadastral survey; 42,000 annual property evaluations or appraisals; land title; natural resource management of 56 million acres, including three million owner interests, 350,000 Indian owners, 170,000 tracts and 100,000 active leases; leasing (both surface and subsurface); and accounting management to include collection from lessees, plus investment and distribution of income to trust beneficiaries. Interested parties should submit three (3) copies of pertinent and specific information in the technical area considered. Estimated release date for the request for proposals: June 2003.
