Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA Ames Research Center plans to purchase a research scale cold isostatic pressing system. This system will be used by the Thermal Protection Materials and Systems Branch to uniformly compact ceramic powders under an isostatic loading. The system requirements have the following minimum requirements: I. Pressure Vessel: Minimum Operating Pressure: 30,000 PSI; Internal Cavity Working Dimensions: Minimum Inside Diameter: 6 inches, Minimum Inside Length: 23 inches; Vessel must use a threadless pin-closure; Pressure vessel, cover and pin must be manufactured of SA723 steel; and Pressure vessel must have an ASME code stamp. II. Valves: System valves must use N-Dura™ tip stems and seats. III. Control System: System must use a digital controller to set desired pressure. IV. Staged Pressure Let Down: Digital controller must be programmable allowing for a minimum of 16 steps (pressure, dwell time, other pressures and decompression). Must allow for digital control of the decompression step. V. Pressure Relief System: System must contain a pressure relief system to protect the pressure vessel, pressure transducer and all other components from over-pressurization. VI. Air Controls: System must be equipped with an air filter, air regulator and pressure gauge to ensure the proper air pressure is supplied to the system, including the air operated pump. VII. Pin Safety Interlock: System must have a built in interlock that prevents pressurization if the closure pin is not fully engaged and must have an indicator on the control panel. VIII. Liquid Flow Indicator: System must include a rotometer to indicate when all the air has been removed from the pressure vessel. IX. Lifting Device for the Cover: System must include a pneumatically actuated lifting device to raise and lower the pressure vessel cover. Pressure vessel cover must be able to swing 360 degrees. X. Air Operated Pump: System must include an air-operated, positive displacement pump with muffler that is used to pressurize the pressure vessel. Pump must not require more that 85 psi at 80 scfm of air inlet pressure. XI. Wheels: System must include four rotational casters with at least two of which have locks; this enables the unit to be mobile. XII. 60,000 PSI Valve, Fitting and Tubing Rating: For enhanced safety the valves, fittings and tubing of the system must be rated to 60,000 psi, even though the overall system is rated to only 30,000 psi. XIII. Documentation: System must include comprehensive documentation, including all subsupplied items. Items to be included but not limited to: drawings, schematics and parts list. XIV. Delivery: System must be shipped no later than 6 weeks after the order is placed. XV. Electrical Requirements: 115V/60Hz. XVI. Dimensions: Because of laboratory space limitations, the system depth must not exceed 33 inches, width must not exceed 36 inches, and height must not exceed 48 inches. The provisions and clauses in the RFQ are those in effect through FAC 01-07. The NAICS Code and the small business size standard for this procurement are 333298 and 500, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to Ames Research Center is required within 6 weeks ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by 12:30 Pacific Time, July 25, 2002 and may be mailed or faxed to Marianne Shelley, Fax: 650-604-4357, NASA/ARC M/S 241-1, Moffett Field, CA 94035-1000 and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. Quoters shall provide the information required by FAR 52.212-1. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. The Representations and Certifications required by FAR 52.2l2-3 may be obtained via the internet at URL: http://ec.msfc.nasa.gov/msfc/pub/reps_certs/sats/ FAR 52.212-4 is applicable. FAR 52.212-5 is applicable and the following identified clauses are incorporated by reference: 1852.204-74 Central Contractor Registration, 1852.215-84 Ombudsman, 1852.223-72 Safety and Health, 52.232-93 Submission of Invoices- Fixed Price, 52.222-3, 52.233-3, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-19, 52.225-13, 52.225.3, 52.232-33. Selection and award will be in accordance with FAR 52.212-2 with the following evaluation factors: 1. Technical Acceptability; 2. Delivery; 3. Past Performance; 4. Cost. Technical acceptability will be determined by information submitted by the quoter providing a description in sufficient detail to show that the product quoted meets the Government's requirement. These requirements include: 1. Ease of use, maintenance, and support; and, 2.
