- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS - AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY WRITTEN SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-07. The solicitation number for this proposal is S-LC02025. This solicitation is a Request for Quotation (RFQ). The Library of Congress intends to enter into a firm-fixed price contract for a film transfer system to include specified equipment, installation, testing and calibration of a fully operational film transfer system as detailed in the statement of work. The following clauses also apply to this solicitation: FAR Clause 52.203-6, Restrictions on Subcontractor Sales to the Government, with Alternate I, 52.212-1 Instructions to Offerors-Commercial Items, 52.212-2 Evaluation-Commercial Items, 52.212-3 Offeror Representations and Certifications-Commercial Items, 52.212-4 Contract Terms and Conditions-Commercial Items. 52.212-5, Contract Terms and Conditions Required to Employment Statutes or Executive Orders-Commercial Items, including subparagraphs: [(11) 52.222-21, Prohibition of Segregated Facilities; (12) 52.222-26, Equal Opportunity; (18) 52.225-1, Buy American Act?Balance of Payments Program?Supplies, (24) 52.232-33, Payment by Electronic Funds Transfer?Central Contractor Registration]. Any amendments hereby issued to this solicitation will be synopsized in the same manner as this solicitation and must be acknowledged by each offeror. The following factors shall be used to evaluate offers: Past-Performance, Price, and Technical. The Government will award a contract resulting from this solicitation to a responsible offeror whose offer conforms to the solicitation and is considered most advantageous to the Government. Each offeror must submit three (3) references for verification of their performance of like products in this requirement. Each reference must contain the name, address, and telephone number of the company for which the contract was performed as well as a contact person from that company. If offeror does not submit offer with a signed Standard Form SF-1449, submit offer on Company letterhead with a statement specifying agreement with the terms, conditions and provision including in this solicitation to ATTN: Ruth R.
