Description
It is the intent of the National Institutes of Health (NIH) National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) to purchase a 7 mm, 1H/X/Y, upgradeable XC7 Solids MAS/SAS NMR Probe, with shielded Z gradient, for use in a 600 MHz Wide Bore NMR Spectrometer, from Doty Scientific, Inc., 700 Clemson Road, Columbia, SC 29229. The following specifications shall be included in the system: 1) Stable sample spinning over range of 100-5000 Hz near RT during Switched Angle Spinning (SAS) experiments with switching times <40 ms for angular flips <30o; 2) Angle control within 0.6o throughout range of 30-85o wrt Bo; 3) 1H FWHM <0.015 ppm for liquids in a 225 mL cell for MAS >2 kHz; 4) Silicon nitride stator for lowest thermal gradients, max. lifetime, and improved Q; 5) Flexible rf coil leads typically survive 30,000 22o flips between replacements/service; 6) Easy to use, leak-proof 50 to 300 mL Kel-F sample cells for liquids and semi-solids; 7) Standard VT range: -30oC to +110oC (w/appropriate turbine caps); 8) RF field inhomogeneity <+8% at all frequencies for sample length < 10 mm; 9) Moderately low 1H wide-line backgrounds; other backgrounds low except Si, Y, Cu, & F; 10) Optical spin rate detection for rotor-synchronized pulse experiments, 100-6000 Hz; 11) Shielded, air-cooled, z-gradient coil: 9 G/cm continuous @ < 10 A; < 50 mH; ~1 W; 12) Three channel probe tuning configuration, including three triple combinations: 1H/13C/15N, 1H/2H/15N, 1H/13C/2H included. HF channel tuned to 1H @ 600 MHz. MF channel multinuclear (X): tunable from 31P to 2H w/appropriate inserts. LF multi-Y (Y<X minus 20 MHz): tunable from 27Al to < 15N w/appropriate inserts; 13) Probe can be converted to efficient 1H/X tuning by disconnecting 3rd channel. Double-tuning (1H/X) for 31P, 23Na, 13C, 79Br, 29Si, 2H, and 15N included; 14) Following RF specifications apply at Magic Angle (1H independent of spinner angle): TRIPLE-TUNED: 1H p/2 pulse = 5 ms with <100 W at 600 MHz; 13C p/2 pulse = 9 ms with <280 W at 151 MHz; 15N p/2 pulse = 11 ms with <600 W at 61 MHz; CW decoupling >50 kHz 1H, or >15 kHz on X or Y channels, for up to 200 ms. DOUBLE-TUNED: 15N p/2 observe pulse = 8 ms with <800 W at 61 MHz; 15) Tuning shifts with 25o angle change less than fo/2Qo; 16) Compatible with following upgrade options: fast-MAS up to 12 kHz at RT, 2H lock, and semi-automatic sample change; 17) Best effort to reduce switching times to 25 ms for 25o angle flips; 18) Best effort to extend flexible rf lead life to 150,000 flips; 19) PC-based SAS controller, 1 kWp driver, and servo motor for above SAS probe; 20)5-thick-walled ceramic XC7 rotors, turbine caps, & required tools; 20 leak-proof Kel- F rotors with volumes in the 50 to 300 ?L range 21) Installation. The Institute intends to purchase this equipment by other than full and open competition from Doty Scientific, Inc. To the best of the Government's knowledge they are the sole manufacturer and distributor of this equipment. Interested vendors may identify, in writing, their interest with a capability statement to the Contracting Officer prior to the closing date of this notice. This notice of intent is not a request for competitive proposals, however, all responses received before the closing date of this announcement will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. It is anticipated that Request for Quotation (RFQ) NIH-NIDDK-02-786 will be available fifteen (15) days after the publication date of this synopsis. Receipt of quotations will be due ten (10) days after the release of the RFQ. The anticipated award date is August 8, 2002. Request for copies of the RFQ must be in writing and may be FAXED to 301-480-4226. Quotations must be submitted in writing to the National Institute of Diabetes and Digestive and Kidney Diseases 6707 Democracy Blvd., Room 774C, Bethesda, Maryland 20817 Attention: Patricia Haun.
