Description
NA On or about 24 Jul 2002, the U. S. Army Corps of Engineers Kansas City District will issue Request for Proposals for the Gate Modification/Repair and Painting at Perry Lake, Perry Kansas. The work site is Perry Lake, which is located near Perry, Kansas, no rth of Lawrence, Kansas. It is anticipated that a vast majority of the work will be performed at the Contractor's shop. The work includes but is not limited to removal of two (2) service gates and two (2) emergency gates from the control tower for work as outlined in the specifications. Each assembled gate is approximately 15 feet wide, 24 feet tall and has a thickness of 2 feet. An assembled gate weighs approximately 62,000 pounds. In general, the work consist of disassembly and reassembly of the gates, in spection of all existing welds to structural members (three of four gates only) by a certified welding inspector, repair of deficient welds as necessary, abrasive blasting and application of vinyl paint. The lower 2 ft-9 in. of each gate is a steel casting weighing about 6,200 pounds. Numerous cracks were found in the cast section of one of the service gates. The condition of the remaining cast steel sections on the other three gates is unknown at this time. The work may require (optional item in bid list) removal of the castings and replacement with structures fabricated from plates, which are welded together. The contractor would fabricate and install the new welded lower section if the Government exercises that option for each gate. For each installation of a new welded lower section, boring of two new 8.500 in. diameter holes for axles and precision machining of a new seal bar on the lower surface will be required. If new lower sections are not installed, weld repair to the existing cast steel sections wo uld be performed if cracks were found. Other work includes installation of sacrificial anodes, repair of babbitt in the four sill plates, replacement of o-ring on upper head for one hydraulic cylinder and miscellaneous repairs to the gates of a mechanical nature. Installation of two government supplied air valves, located within the control tower is required. Contractor shall provide a portable crane of sufficient capacity and operator for handling of the gates and miscellaneous equipment. Work requires ex pertise in the following; operation of portable crane, heavy rigging, building scaffold, weld inspection, weld repair to structural and cast steel materials, abrasive blasting, structural steel fabrication by welding, precision machining, application of vi nyl paint (with appropriate painting equipment) and expertise in high pressure (1000 p.s.i.) hydraulic systems. The application of vinyl paint requires special equipment and considerable expertise in the mixing and application of this type of coating. Cont ractor must have suitable experience with application of this paint system and weld repair or welding of stated materials. Contractor will be required to meet safe working conditions as outlined in Corps Safety Manual, OSHA and other federal, state and lo cal criteria. SELECTION: The offer selected will represent the ‘Best Value’ to the government considering both technical evaluation and value offered by the offeror. The estimated construction cost for this project is between $500,000 and $1,000,000. Con tractor's Quality Control will be a requirement in this contract. It has been determined that the number of Compact Disks be limited to one (1) per firm. Proposal documents will not be provided in a printed hard copy format.
