- To register for this solicitation, you must e-mail the following information directly to Jessica Maddox at maddoxjd@ih.navy.mil. Solicitation number (in subject line of your e-mail), name of the requestor, organization name, address, telephone and fax number, and your e-mail address. Use your e-mail read notification feature to confirm the contract specialist’s receipt of your registration. The Government is not responsible for any undelivered e-mail transmissions. It is the requestor’s responsibility to periodically check the IHDIV Contracts Division web-site for the current status of solicitation and amendments. Once the solicitation has been issued on the Internet, the contract specialist will send an e-mail message to the registered requestors informing them that the solicitation is available for downloading off the Internet. Copies of issued solicitations can only be ob tained by downloading them from the IHDIV Contracts Division web-site at http://www.ih.navy.mil/contracts (copies of solicitations will not be e-mailed, faxed, mailed, or provided in person – these type of requests WILL NOT BE ACKNOWLEDGED.) Approximate issue date of this solicitation is 12 August 2002. All offerors will be ineligible for award unless they have registered in DoD’s Central Contractor Registration database. Address: http://ccr.edi.disa.mil or 1-888-227-2423. The Naval Explosive Ordnance Disposal Technology Division has a requirement for a Non-intrusive Filler Identification (NFI) System. An existing commercial system will be modified to meet the Government’s performance requirements. The NFI system will provide the military Explosive Ordnance Disposal technician with the ability to identify the filler of an ordnance item or improvised explosive device. The NFI will be able to differentiate between explosive, chemical, and inert fills as well as identify them. The offerors will participate in a demonstration of their technologies to test the ability of the currently available technology to meet the requirements outlined in the performance specification. After the demonstration, the Government will select that offeror whose system is determined to best meet the requirements. This system will be modified to meet the Government’s performance specifications and upon completion of these modifications, the Government will receive a production representative model which will be tested by the Government to ensure it meets the requirements outlined in the performance specifications. After completion of the testing of the production representative model, the Government will place orders for production. Approximately 400 systems will b e produced. This requirement is being conducted under full and open competition. Award is to be based on best value to the Government. The contract type will be firm-fixed-price, indefinite delivery indefinite quantity. The contract will be for a period of ten (10) years. The FSC code is 1385 and the NAIC is 332995.
