Description

The United States Secret Service (USSS) Major Acquisitions Branch intends to negotiate and award on a sole source basis with American Science & Engineering, Inc. (AS&E), 829 Middlesex Turnpike, Billerica MA 01821, Phone (978) 262-8700 for an AS&E factory Warranty and Maintenance Agreement to support USSS existing fielded operational AS&E Brand Microdose X-Ray Systems (various Models). The AS&E Warranty and Maintenance Agreement shall be for fifty months (Base period plus four 12 month Options) and includes the following provisions: Complete Parts (including x-ray tube and high voltage power supply), shipping and Labor for repair services; Pre-repair analyses, Preventative Maintenance, Product Support Hotline/Call Priority; Machine Software Updates, and Upgrades; (Note: consumables are not covered by agreement), Refresher Operator basic image training. The supplies and services to be provided are proprietary, and specifications, plans and drawings are not available and cannot be furnished by the Government. The supplies and services to be provided are commercial within the meaning of FAR Part 12. AS&E, Inc, is the only known source capable of providing the required supplies and services. This statutory authority for other than full and open competition is 10 USC 2304(c)(1) Only One Responsible Source and no other supplies or services will satisfy Agency requirements. Companies who can provide the above listed proprietary products must indicate their interest on or before July 15, 2002. Oral Communications are not acceptable. Facsimile number is (202) 406-6801. No quotation/proposal received in response to this notice shall be considered since this synopsis cannot be considered a Request for Quotation/Proposal. All responsible sources will be considered for evaluating the determination to issue a sole-source contract. No formal solicitation package is available. The Government will not be responsible for any costs incurred in responding to this notice. See Note 22 is modified to read five days in lieu of forty-five.
