- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE AND IN ACCORDANCE WITH FAR PART 13. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; OFFERS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. REQUIRED DRAWINGS WILL BE PROVIDED UPON REQUEST. The solicitation number is RA1341-02-RP-0009 and is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-07. The NAICS Code is 335999, and small business size standard is 500 employees. Any amendment(s) hereto will only be published in FedBizOps. The National Institute of Standards and Technology (NIST) has a requirement for one 10.0MHz-40.0GHz Power Delivery System (item 0001) which will provide low-noise, harmonic-free, broad-band amplification of a calibration signal for input to the Co-Conical Field Generation System. A calibration quality signal must be present at the exit of the power delivery and input to system. 20 Watt continuous single frequency CW output power across all bands (10 MHz to 40 GHz) is a non-negotiable minimum specification and must be supported with documentation (component power handling specifications and RF power budgets). The power delivery system must interface with the NIST supplied 63689B Wiltron/Anritsu source (horizontal 2.92mm connector) and the Co-conical Field Generation System (vertically mounted 2.92mm connector), per drawings. This system shall be built from commercially available items. The system shall meet the following specifications: system must include amplifiers, multi-position coaxial switches, dual directional coupler, and switching system for: (1) Band I, 10 MHZ - 1 GHz 50W minimum output power; (2) Band II, 1 -18 GHz 40W minimum output power (may be divided into more than one amp); (3) Band III, 18 - 26.5 GHz 40W minimum output power; and (4) Band IV, 26.5 - 40 GHz 40W minimum power. Band I and Band II may be combined or reconfigured into a 10 MHz - 2 GHz and 2 GHz to 18 GHz bands. CRITICAL SPECIFICATIONS include: 1) GPIB controllable for a) Gain control via GPIB, b) Switching system, c) TWT Power off/Standby/TWT full power mode. 2) PC/software programable, 3) -20dBc maximum harmonic content (relative to fundamental) at the output of the Output Switching Cable from 10MHz - 50GHz, 4) full power output with +11dBm input up to 2GHz, +7dBm input from 2-20GHz, and +3dBm input from 20-40GHz; 5) 120VAC primary power, forced air-cooled; 6) 20 watts minimum Continuous RF signal power over the entire 10MHz-40GHz frequency range at the output of Output Switching cable; 7) Output can source 2.3:1 VSWR at maximum output power; 8) Low loss semi-rigid coax for all coaxial lines and connections, and; 9) Couplers and switch assembly (see diagram) must be removable without removal or obstruction of other components. 10) Power sensors (Agilent E-series, Aglient 8400 series, Gigatronics 80300A series, and/or Anriritsu MA2400A/B series) will be attached to the sidearm ports of the couplers and must be insertable and removable without obstruction of other components. MULTI-POSITION COAXIAL SWITCHES: The switch and switching must be able to pass at least 25 watts of RF power up to 40 GHz in continuous operation and switching. Protocol must be supplied for the switching RF power cycling between positions by the vendor and actual RF testing data shall be required on the RF switch. 1.) Low-loss Electro-Mechanical RF switch 50 Watts, 2) 6 pole, 3) Insertion loss: DC - 6GHz, (0.25dB max), 6.0-12 GHz (0.40 dB max), 12-18.5 (0.50 dB max), 18.5-26.5GHz (0.75 dB max), 26.5-40GHz (0.90 dB max); 4) VSWR (max), DC - 6.0GHz (1.3 dB max), 6.0-12GHz (1.40 dB max), 12-18.5GHz (1.50 dB max), 18.5-26.5GHz (1.70 dB max), 26.5-40GHz (2.00 dB max); 5) Isolation (dB Min), DC-18.5GHz (60 dB min), 18.5-26.5GHz (55 dB min), 26.5-40GHz (45 dB min), 6) Switching sequence, break before make, and; 500,000 operations. BAND-MATCHED DUAL DIRECTIONAL COUPLERS: The wide coupling range in band I and II are to allow the manufacturer to obtain the best match for the system. Frequency sensitivity (flatness) specifications must be maintained. NIST requires the use of broad wall directional couplers for the 18 - 26.5 GHz and 26.5-40 GHz bands. I) Frequency 10-1000MHz; Coupling 20dB nominally 18-32dB coupling range; Frequency sensitivity plus or minus 0.6dB; Insertion loss 30 dB (power loss in excess of loss due to coupling); Directivity 18dB min; VSWR 1.4 max; Connectors Precision N; II) Frequency 1-18 GHz; coupling 20dB nominally 18-32dB coupling range; Frequency sensitivity plus or minus 0.6dB; Insertion loss .30dB (power loss in excess of loss due to coupling); Directivity 18dB; VSWR 1.40 max; Connectors Precision N: III) Frequency 18 - 26.5GHz; Broad-wall coupler design, Nominal forward power coupling 30dB: 28-32dB coupling range; Nominal reverse power coupling 20db: 18 - 22dB Frequency sensitivity plus or minus 0.8dB; Insertion loss 0.7dB (power loss in excess of loss due to coupling); Directivity 30db; VSWR 1.1:1 max, connect input/output WR42 sidearm 2.92mm or 3.5mm and; IV) Frequency 26.5 - 40 GHz; Broad wall coupler design; Nominal forward power coupling 30dB: 28-32dB coupling range; Nominal reverse power coupling 30db: 18 - 22dB Frequency sensitivity plus or minus 0.8dB; Insertion loss 0.7dB (power loss in excess of loss due to coupling); Directivity 30db; VSWR 1.1:1 max, Connectors: input/output WR 28 sidearm 2.92mm. AMPLIFIERS: 1) Frequency 10MHz -1 GHz; This band may split into 10 MHz to 2 GHz to fit with a 10 MHz to 2GHz coupler. 50 Watts minimum power; 30 Watts minimum at 1 dB compression; 50 ohm impedance; -20 dBc maximum harmonic content; Load VSWR 2.0:1 max, no output power degradation, infinite VSWR without damage; Solid State RF design. 2) Frequency 1 - 18 GHz; This is the area of highest harmonic concern. Amps should be run at least 3 dB below the 1 dB compression point when 20 Watts or RF is available at the system output. 40 Watts output power minimum; May be split into 2 or more amplifiers as in the alternate block diagram; -20 dBc maximum harmonic content (spectral harmonic content will be measured up to 50 GHz); Gain stability plus or minus 0.25dB/24hrs. max at constant drive and temperature; Load VSWR 2.0:1 max, no output power degradation, infinite VSWR without damage; Primary power 120 VAC; Forced air cooling; 3) Frequency 18-26.5GHz; 40 Watts output power; Bandwidth 8.5GHz, instantaneous; Gain at rated power 46dB minimum; Gain control 20dB minimum; -25 dBc maximum harmonic/sub-harmonic content; Gain stability plus or minus 0.25dB/24hrs. max at constant drive and temperature; Input VSWR 1.35:1, 1.5:1 max; Output VSWR 2.0:1, 2.7:1 max; Load VSWR 2.0:1 max, no output power degradation, infinite VSWR without damage; Spurious -50dBc; Noise power out plus 23dBm max total; Primary power 120 VAC; Power consumption 700VA, 1200VA max; Forced air cooling; RF connectors input and output WR-42 waveguide flange, and 3.5mm connector to RF monitor. 4) Frequency 26.5-40GHz; 40 Watts output power; Bandwidth 13.5GHz, instantaneous; Gain at rated power 46dB min; Gain control range 20dB min; -25 dBc maximum harmonic/sub-harmonic content; Gain stability plus or minus 0.25dB/24 hrs. max at constant drive and temperature; Input VSWR 1.35:1, 1.5:1 max; Output VSWR 2.0:1, 2.7:1 max; Load VSWR 2.0:1 max, no output power degradation, infinite VSWR without damage; Spurious -50dBc; Integrated noise power over 13.5GHz BW out -23dBm max total; Primary power 120 VAC; power consumption 700VA, 1200VA max; Forced air cooling, and; RF connectors input and output WR-28 waveguide flange, monitor 2.92mm. ADDITIONAL SPECIFICATIONS include: 1) Rack space for input switching assembly and Anritsu/Wiltron 69369B signal generator (NIST will provide the RF source when awarded within 60 days of the award for integration. The signal generator is already in-house); 2) Possible mounting scheme diagram to be included; 3) Note connectors and adapters; 4) Shortest possible cables and waveguide runs (especially 26.5-40GHz band), 5) include all GPIB interconnects; 6) Mean Time Between Failures (MTBF) for amplifiers and RF components (except output switch) 40,000 hours. One year replacement warranty on the RF switch. 7) There shall be three replacements for the RF output switch - burn in data 48 hrs - max power 40GHZ will be required for all delivered switches. 8) Output power is defined as As the power available at the output of the final cable and NOT the final output switch. 9) All measurements on power, frequency, and RF component characterization must be traceable to NIST. 10) Venting for input and output airflow must be allowed for. Forced air must be allowed into and out of the via insulated hoses. Adequate connections for the round 3" hoses must be made to fit the amplifiers. Since the amplifiers are near the calibrated delivery arms and the airflow venting pipes are in the same vicinity, prolonged standby operation of the amplifier's TWTs are harmful to performance, a remote method for turning on the power to each individual amplifier is required. 11) The couplers and switch must be mounted on plates provided by NIST to insure rigidity of the RF path and allow access for power sensors to be removed and calibrated. 12) Horizontally mounted output switch will be acceptable if losses can be minimized and long term switch reliability is not compromised. 13) Provide a manual switch control box to switch RF output switch when power sense couplers are removed for calibration (low RF Power greater than 10 dBm conditions) with an indicator for which pole is active. Interlock to prevent switching with RF power is on. 14) NIST Traceable System Calibration to the coupler ports (forward arm to system output and system output referenced to reflected arm) at 10, 30, 100, 300, 600, and 915 MHz, and 2, 2.45, 3.95, 6, 9, 12, 15, 18, 26.5, 35, 40GHz calibration as well as every 0.5 GHz from 1 GHz - 40 GHz and every 50 MHz from 50 - 1000MHz, if points are more than one coupler or amplifier band, i.e. 18GHz is in 2 - 18 and 18 - 26.5 bands, calibration must be made for both coupler bands. 15) P/C controllability includes; switch control/monitoring, gain control of amplifiers, power shutdown of individual amplifiers, and RF power on/off/standby for individual amplifiers. 16) RF output switch and other post amplifier components must be able to handle amplifier output power at full input drive from a Wiltron/Anritsu 63689B or the amplifiers must have limiting capability to protect all post-amplifier components. One complete set of drawings and manuals shall be provided with the system. Delivery of the system shall be F.O.B. Destination, to NIST, 325 Broadway, Boulder, CO 80305-3328, and shall be made within 60 days from Contractor's receipt of contract award. Warranty must conform to AGMC/ML-03 dated March 31, 1988 with the exception of section 2.0: Repair centers. Award will be based on best value to the Government with technical merit, past performance, and availability being significantly more important than price. EVALUATION CRITERIA FOR AWARD: 1. Output power vs. frequency; 2. Harmonic rejection; 3. Noise power/Spurious signal level; are most important 4. GPIB controllability, 5. Max output power into 2.2:1 VSWR, 6. Gain stability and output power stability, 7. Mean time to failure; are all significantly important 8. Past Performance in providing similar equipment; important. 9. Price. A selection committee will be appointed to review specifications of each bid submitted.
