Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is DTCGG1-02-Q-3WK234 and is issued as a Request for Quotation (RFQ). This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 07. This solicitation is issued unrestricted. Both small and large businesses may submit a quote. The associated NAICS code is 488390 and the small business size standard is $6.0 million. Contract Line Item 0001: (1) Product General Description: Marine sea camel with geometry that will allow for an easy installation of a deck on top of its structure to be used as working platform. The camels shall be composed of a low maintenance and long lasting material, 15 to 20 years service expectancy. The camel length shall be in the range of 40 to 45 feet and no less than 6 feet wide. (2) Product Composition: The product composition shall be in accordance with items (1) and (3) of this line item. (3) Capacity: Product shall resist a compression force generated by a six hundred fifty (650) ton vessel with a lateral speed between one and two knots. (4) Additional information: Please itemize the following separately: decking installation, cleats, lifting eyes and mounting hardware. (5) Quantity: One camel with an option for a second camel. (6) Delivery: Product shall be delivered to the U. S. Coast Guard Station in Rockland, Maine at a time to be determined based on date of award. Coast Guard personnel shall perform installation. Lump Sum Price for one camel: $___________. Lump Sum Price for second camel: $_________. Transportation Charges: $__________. Provide detailed breakdown of all pricing as stated above in Additional Information. The provision at FAR 52.212-1, Instruction to Offerors Commercial Items (10/2000)* applies to this acquisition and is incorporated by reference. (* (c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.) The provision at FAR 52.212-2, Evaluation Commercial Items (Jan 1999) applies to this solicitation. This is a best value procurement. Quotes will be evaluated based on the following factors: (1) Technical capability of the product (2) Price (3) Past Performance of the product. Provide detailed technical information (i.e., product literature, technical features, warranty provisions) and points of contact with phone numbers for past users of the product. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The following additional clauses are incorporated by reference to implement provisions of law or executive orders applicable to acquisitions of commercial items or components: FAR 52.225-1, Buy American Act-Supplies (May 2002); FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (May 1999); FAR 52.247-64, Preference for Privately Owned U.S. Flag Commercial Vessels (Jun 2002).
